Tay Ninh voters proposed to soon handle the drainage situation from the Ben Luc - Long Thanh expressway flowing into the residential area of Huynh Van Tiep street, affecting people's lives here.
After researching, the Ministry of Construction has responded to this issue.
The Ben Luc - Long Thanh Expressway Construction Project (the project) is invested by Vietnam Expressway Corporation (VEC) under the Ministry of Finance. The Minister of Construction (formerly the Ministry of Transport) is the investor.
The project started implementation in 2014, and so far there are still 2 bidding packages under construction, expected to be completed before September 2026.
According to VEC's report, the section of road reflected by voters in Tay Ninh province has water pouring into the residential area of Huynh Van Tiep street belonging to package A2-1 of the Project.
Package A2-1 was approved for technical design by VEC in Decision No. 147/QD-VEC dated April 13, 2013, started construction from May 19, 2015 and completed in June 2019.
During the design implementation process, VEC directed the Design Consultant to agree with the locality on the section of road cutting through the residential area.
According to the approved and constructed design, the section passing through the Residential Area is arranged with an elevated bridge (Hai Son overpass) over the residential area; at the elevated bridge spans crossing the internal roads of the residential area, a water collection system has been arranged along the elevated bridge to discharge water into the piers, without discharging water directly from the bridge deck to the bottom.
Huynh Van Tiep residential area began construction after package A2-1 was completed.
On-site surveys show that during construction, the investor of the residential area project has expanded some internal roads under the elevated bridge within package A2-1, in addition to the elevated bridge spans that have been arranged for drainage as previously agreed.
At these locations, water is not collected from the bridge piers, leading to a situation where water from the highway flows down to the internal roads of residential areas as voters have mentioned.
In 2024, VEC reported to the Department of Transport of Long An province (now the Department of Construction of Tay Ninh province).
In which, the unit proposed that the Hai Son Residential Area Construction Investment Project Management Board implement additional investment in a water intake and drainage system to solve the above situation.
However, so far, VEC has not received opinions from relevant units on this proposal.
Adjusting and supplementing the water intake and drainage system in the conditions of the Ben Luc - Long Thanh expressway being operated is necessary to ensure the social security of people in the area.
The Ministry of Construction, in its role as the investment decision-making body of the project, will continue to direct VEC to work and coordinate with local agencies and units to soon have solutions to overcome the above situation.
