At a thematic press conference on information on the tax registration management situation of enterprises and the Tax Code Cleanup Campaign organized by the Tax Department on the afternoon of September 4, the Tax Department said that, according to data managed by tax authorities, in the first 8 months of 2026, the Tax sector issued new tax codes to 167,637 businesses and organizations, equal to 89% of the same period in 2025.
Among these, there are 156,478 enterprises, including branches subject to interconnected tax registration with business registration, equal to 108% of the same period last year.
In the opposite direction, the Tax sector has completed the termination of the validity of tax codes for 94,991 businesses and organizations, equal to 209% of the same period in 2025. Of which, 58,384 businesses, including branches, are subject to tax registration related to business registration, equal to 143% of the same period last year.
Notably, out of a total of 94,991 businesses and organizations that have terminated the validity of tax codes in the first 8 months of the year, only 23,017 cases proposed to terminate the validity of tax codes in 2026. The remaining nearly 72,000 cases have submitted dossiers from 2025 and earlier and were processed by tax authorities in the Tax Code Cleanup Campaign.
Mr. Mai Son - Deputy Director of the Tax Department said that if only counting enterprises and branches subject to interconnected tax registration, the correlation between the number of newly established enterprises and the number of tax code termination is still positive. In 2024, the number of newly established enterprises is 6 times higher than the number of enterprises completing procedures to terminate the validity of the tax code; in 2025 it is 4.5 times and in the first 8 months of 2026 it increased to 6.8 times.
Mr. Mai Son said that the rate in 2025 is lower because the number of businesses terminating the validity of tax identification numbers increased in the process of arranging administrative areas at 2 levels.

The Tax Department said that the processing of dossiers to terminate the validity of tax codes is a regular task of the Tax sector. However, the implementation process faces difficulties in resources, especially the situation where businesses stop doing business but do not notify the tax authorities and business registration agencies.
In 2026, the Tax Department upgraded this task to the Campaign "Cleaning up tax codes - Removing bottlenecks in business", unifiedly deployed throughout the industry according to Decision No. 595/QD-CT of the Director of the Tax Department.
The goal of the Campaign is to focus on reviewing, cleaning up, standardizing and reducing the number of taxpayers who are in a state of cessation of operation but have not completed procedures to terminate the validity of the tax identification number (state 03) and are not operating at the registered address (state 06); and at the same time control new issues arising, not allowing dossiers for dissolution or termination of operations to be backlogged.
Thereby, reflecting the actual health of the economy, removing difficulties for businesses to comply well, wish to return to business operations, and at the same time improving tax management efficiency, preventing the abuse of legal entities to buy and sell invoices, tax evasion, fraud and profiteering from the state budget.
Explaining more about the number of businesses and organizations terminating the validity of tax codes, Mr. Nguyen Duc Huy, Deputy Head of the Tax Operations Department (Tax Department, Ministry of Finance) said that 94,991 cases are the accumulated number in the first 8 months of 2026, of which about 26,000 cases were handled in August alone.
In general, in the first 8 months of the year, more than 23,000 cases of businesses and organizations actively submitted dossiers requesting the termination of the validity of tax codes in 2026. According to the explanation of the representative of the Tax Department, these are basically cases arising according to the normal process, not depending on the Tax Code Cleanup Campaign.
The number of tax identification number terminations increased sharply this year mainly because the Tax sector simultaneously processed a large number of backlogs from previous years in the "Cleaning up Tax Identification Numbers - Removing bottlenecks in business" campaign.
Therefore, the sharp increase in data does not mean that all businesses whose tax identification numbers have been terminated have just stopped operating or left the market this year," Mr. Huy said.
