Da Nang proposes to adjust social housing rental prices, some places are expected to increase 7 times

Da Nang - The Department of Construction is seeking opinions on the plan to adjust rental prices in social housing apartments (NOXH) belonging to public assets.

According to the Department of Construction of Da Nang City, this locality is managing the largest number of social housing apartments belonging to public assets in the country with 43 housing areas, prioritizing allocation for policy beneficiaries, civil servants, public employees and low-income people. However, through review, most of the current rental prices have been determined since the time of use (most areas from 2005-2010) and have never been adjusted.

This price is currently considered too low, not enough to cover operating costs and especially no funding for maintenance and repair. Every year, the city budget must allocate a large additional amount to carry out major repairs to these apartment buildings.

In addition, the State Audit has also pointed out that the rental price of social housing in Da Nang has not complied with regulations, lacked basis and is not suitable for reality. While the regional minimum wage has increased many times over the past 20 years, keeping the old rental price unchanged makes it difficult for the State budget to reinvest.

According to the draft adjustment plan (2nd time), the rental price of social housing apartments after recalculation will increase significantly. Specifically, the expected increase is from 1.94 times to 7.46 times depending on the area and type of house.

For example, at Vung Thung Industrial Park (Son Tra), the current average rental price is about VND 3,624/m2/month, expected to be adjusted to VND 29,251/m2/month by 2030. Or at the 12-storey Nai Hien Dong Fishing Village Industrial Park, the expected price is adjusted from 3,630 VND/m2 to 54,718 VND/m2.

However, to avoid causing financial "shock" and greatly affecting the lives of workers and low-income people, the Department of Construction proposed a roadmap for adjustment to last for 5 years (2026 - 2030):

- In 2026: Rental price is equal to current price plus 20% difference.

- 2027-2029: Increase the difference by 20% each year.

- 2030: Apply 100% of new rental prices.

Although it has increased sharply compared to the old price, this adjusted price is still only about 45% - 75% compared to the current social housing rental price framework invested by private enterprises in the city.

The Department of Construction also proposed not to adjust rental prices for 5 special cases:

- Hoa Minh Apartment Building, Hoa Cuong Speciality Forest, Thuan Phuoc: Because these areas have seriously degraded and are in the process of being relocated and cleared.

- Hoa Cam Industrial Park Workers' Housing: remains waiting for the completion of the upgrade project to recalculate the price.

- Vu Mong Nguyen Apartment: Waiting for the completion of the recommendations of the State Audit and file settlement.

To ensure objectivity and transparency, the Department of Construction assigned the Housing Management and Exploitation Center to organize the public posting of the rental price adjustment plan (Drafts for the second time) in apartment buildings to collect direct opinions from those who are renting houses.

The time for posting and receiving comments starts from January 1, 2026 to January 10, 2026. After that, relevant agencies and units will synthesize and report to the City People's Committee for consideration and decision before January 15, 2026.
