The City People's Committee has just issued Decision No. 2819/QD-UBND on the Plan to implement the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021-2030" of the Prime Minister in the city in the period of 2025-2030.
According to the Plan, the city's key goal is to focus on directing the effective implementation of the 1 million apartment project to meet housing needs for beneficiaries of social housing rental, purchase and hire-purchase policies according to the provisions of the law on housing, striving to complete the social housing target assigned by the Prime Minister.
Along with that, mobilize and effectively use capital sources for social housing development, encourage investment from the private sector in social housing projects, contribute to improving the quality of life of people and promoting sustainable urban development.
The city aims to complete a total of 28,955 social housing apartments in the 2025-2030 period, allocated each year, including: In 2025, it will reach 2,676 apartments; in 2026, it will reach 4,979 apartments; in 2027, it will reach 5,000 apartments; in 2028, it will reach 5,200 apartments; in 2029, it will reach 5,700 apartments and in 2030, it will reach 5,400 apartments.
The city requires relevant agencies and units to promote administrative procedure reform, include social housing projects in the group of "green streams" and "priority streams", simultaneously deploy processes on investment, land, planning, construction and environment; shorten the time for project appraisal, approval, land allocation, construction licensing and related procedures as much as possible.
Implement a minimum reduction of 50% of the time for administrative procedures and 50% of the cost of complying with administrative procedures compared to current regulations.
The list of projects expected to be implemented in the 2025 - 2030 period attached to the Plan includes 43 projects with a total land area of over 134.1 hectares and a scale of 42,759 apartments.
The projects are distributed in many areas in the city and neighboring areas, including student housing projects in FPT Technology Urban Area; social housing apartments for meritorious people; student dormitories in Hoa Khanh; housing projects in Hoa Xuan, Son Tra, Thanh Khe, Cam Le, Lien Chieu; along with many housing areas for workers in industrial parks and areas in Chu Lai, Nui Thanh, Dien Ban.
The City People's Committee assigned the Department of Construction to be responsible for monitoring and synthesizing the implementation situation; reviewing and adjusting the list of social housing projects expected to be invested in the 2025-2030 period in accordance with the actual situation; reviewing land funds with suitable locations and synchronous infrastructure to supplement and call for investment in the construction of social housing to ensure the criteria for social housing in the 2025-2030 period.
