Chairman of the City People's Committee Luong Nguyen Minh Triet has just signed Decision No. 1133/QD-UBND, establishing the Advisory Council for the Construction of the Vietnam International Financial Center in Da Nang.
The Council is chaired by Mr. Tran Dinh Thien, former Director of the Vietnam Economic Institute. The Vice President is Mr. Richard Dean McClellan, former Director of the Tony Blair Institute in Vietnam.
The main task of the Council is to research and advise the Chairman of the City People's Committee on the strategy and development plan for the Financial Center. The consulting content includes governance models, operating mechanisms, promotion and attraction programs for strategic investors, financial institutions, and international investment funds.
In addition, the Council will participate in giving comments on legal documents and planning of the city related to the construction of the center. At the same time, consulting on high-quality human resource training programs and mechanisms to attract international experts and Vietnamese intellectuals to work here.
Previously, the Steering Committee for the Construction and Development of the Da Nang City Financial Center (according to Conclusion Notice No. 47-TB/TW dated November 15, 2024 of the Politburo on the construction of a regional and international financial center in Vietnam) held a meeting on tasks that need to be focused on.
Da Nang City Party Secretary, Head of Steering Committee 47 Nguyen Van Quang suggested that the leaders of the City People's Committee urgently coordinate with the Ministry of Finance (the focal point is the Foreign Investment Department) to draft a decree, study and contribute comments, and soon advise the Government to issue a decree on financial centers.
In particular, special attention should be paid to determining the model of the agency managing the financial center. Advisory agencies should carefully study Resolution No. 222/2025/QH15 dated June 27, 2025 of the National Assembly on the International Financial Center in Vietnam to propose the authority of the executive agency to ensure flexibility and maintain national security and defense.
Continue researching the model of GIFT City Financial Center, India and Astana, Kazakhstan to learn. Regarding infrastructure, it is necessary to speed up the progress of the 22-storey building at Da Nang Software Park No. 2, with a usable area of 27,000m2 to be able to be put into use by the end of 2025.
The Secretary of the City Party Committee requested to urgently develop criteria for selecting strategic investors and orienting mechanisms for cooperation with strategic investors (in the form of public-private partnership - PPP or other forms); develop mechanisms for attracting human resources, salary levels, allowances, and benefits for key personnel.
