At a recent meeting to hear reports on reviewing, adjusting, and supplementing power source and grid projects in Quang Ninh province into the National Power Development Plan for the period 2021–2030, with a vision to 2050, many businesses proposed to supplement some new power sources, including thermal power, LNG gas power, wind power, solar power and waste power in Quang Ninh.
Notably, there are 4 proposed additional coal-fired power projects, with a total capacity of 5,940MW.
If implemented, the total demand for coal for existing thermal power plants and proposed projects in the province is expected to be about 37 million tons/year.
Currently, in Quang Ninh, there are 7 coal-fired power plants, with a total capacity of 5,640 MW, located in the area of the old Ha Long, Cam Pha and Dong Trieu cities.
According to a representative of the Quang Ninh Department of Industry and Trade, the proposal to add 4 thermal power projects in Quang Ninh is based on Conclusion 18 dated April 2, 2026 of the Party Central Committee and Notice 211 dated April 22, 2026 of the Government Office on the Prime Minister's Conclusion, which mentions the research and development of reasonable-scale thermal power with a roadmap for emission recovery and treatment.
To supplement electricity sources to serve socio-economic development, according to a report by the Quang Ninh Department of Industry and Trade, implementing the Adjustment of Power Plan VIII (National Power Development Plan for the period 2021-2030, vision to 2050), Quang Ninh is planned for 29 power source projects, with a total capacity of 10,186MW.
In which, the 2025-2030 period has 21 projects, with a total capacity of 3,502MW; the 2031-2035 period has 8 projects, with a total capacity of 6,684MW.
Regarding the power grid, the 2025-2030 period has 27 projects, including 4 500kV grid projects and 23 220kV grid projects; the 2031-2035 period has 11 projects.
To date, the province has selected investors for 6/21 power source projects in the 2025-2030 period, with a total capacity of 2,165MW, reaching 61.8% of the planned capacity in the period.
For the power grid, 7 transmission projects have been and are being implemented, of which 3 projects are under construction and 4 projects are preparing for investment.
The Department of Industry and Trade, localities and investors propose to update and adjust some projects in the plan to suit the actual situation; and at the same time study to add 3 220kV substations in Hiep Hoa, Dam Nha Mac and Ha An to meet the increasing load demand in Quang Yen Coastal Economic Zone and Ha Long Xanh Complex Urban Area.
Along with that, Quang Ninh is researching the development of nuclear power in Dam Ha and Duong Hoa communes in the future.
Regarding proposals to update and supplement to the Adjustment of Power Plan VIII, including coal-fired power projects, Quang Ninh Provincial People's Committee assigned the Department of Industry and Trade to carefully assess the fuel supply capacity, land use needs, connection plans and capacity depletion capacity before advising on supplementing the plan.
For new projects, units urgently complete dossiers, clarify locations, scale, connection plans, capacity clearance capacity, investment progress and related conditions.
Departments, branches, and localities review the conformity with current planning, and at the same time assess the preliminary impact on the environment, biodiversity, ecosystems, forests, water sources and natural factors.
Regarding the orientation of research and development of nuclear power in Dam Ha and Duong Hoa communes in the future, units are required to review the current status of land management and use and related plans, proactively prepare land funds, and avoid overlapping in the research process.
Units should prepare dossiers and proposals to urgently complete and send to the Department of Industry and Trade before August 14, 2026 for synthesis, evaluation, and advice to the Provincial People's Committee to report to the Ministry of Industry and Trade for consideration of updating and supplementing to the Adjustment of Power Plan VIII.
