Deputy Prime Minister Bui Thanh Son has just signed Decision No. 458/QD-TTg approving the Project to update and implement the Political Declaration on establishing a fair energy transition partnership (JETP Declaration).
The project strives to complete institutions, policies, and a synchronous legal framework from now to 2030, creating a favorable environment to attract investment, encourage the development of offshore wind power, solar power, and energy storage systems; research and propose national technical standards and regulations on the environment and greenhouse gas emissions for new energy technologies (such as CCUS, green hydrogen, green ammonia) to ensure feasibility and conformity with international standards.
Coordinate and mobilize resources from international partners to support the implementation of JETP projects related to upgrading, building production infrastructure, transmission, storage, distribution, smart, advanced, modern electricity management, capable of large-scale integration of renewable energy sources; strengthen electrification, develop human resources; gradually master modern technology, towards producing equipment to serve the development of the renewable energy sector.
Coordinate and mobilize resources from international partners to support the implementation of JETP projects on the development of renewable energy industry, promote the industry of manufacturing renewable energy equipment, electricity storage equipment, recovering, absorbing, storing and using CO2; promote the production, use, storage, transportation and distribution of green hydrogen, green ammonia... Strive to form 2 renewable energy industry and service centers in areas with great potential by 2030.
Implementing equitable energy transition associated with creating new jobs, training and retraining workers, ensuring social security for vulnerable groups; encouraging people and businesses to participate in clean, economical and efficient energy use programs.
Proactively and strongly develop renewable energy, striving to increase the proportion of renewable energy sources to about 47% of total electricity capacity, and strive for total coal-fired power to not exceed from 30.2 GW to 31,055 GW.
Controlling greenhouse gas emissions from the electricity industry at a peak level of no more than 170 million tons of CO2 equivalent, in line with the goal of ensuring national energy security and being implemented flexibly on the basis of practical and effective support from international partners within the JETP framework.
In the period after 2030, continue to improve the policy system to support energy transition, activities to use energy economically and efficiently, and clean energy to become regular and continuous by organizations, businesses, communities and the entire population under the guidance of the State and international support.
Promote the development of the renewable energy industry, new energy, equipment manufacturing industry, electricity storage, green hydrogen, green ammonia; research and apply technology to recover, absorb, store and use CO2, improve research capacity, innovation, proactively receive and master advanced technologies to serve the energy transition process.
Do not build new and stop operating coal-fired power plants with a lifespan of over 40 years if they cannot convert fuel, strongly implement measures to reduce greenhouse gas emissions towards 2050 to achieve energy emissions not exceeding 101 million tons of CO2 equivalent, and the proportion of renewable energy reaching about 80-85% of primary energy total.
