In the draft of 2 submissions on the Government's Resolution allowing Vietnamese people to be eligible to play casino at a number of casino business projects recently submitted to the Ministry of Justice for appraisal, the Ministry of Finance proposed to pilot Vietnamese people eligible to play casino at the casino Van Don project (Quang Ninh) and casino Ho Tram (HCMC).
According to the Ministry of Finance, the pilot program for Vietnamese people to play casino at the Phu Quoc casino project has ended since January 1, 2025. Therefore, there should be regulations on termination or continuation to ensure business operations.
The Phu Quoc casino project has been a pilot project since January 2019. In May 2024, the Politburo agreed to extend the pilot period until the end of 2024. In July 2025, the Politburo issued Official Letter No. 15904, agreeing to end the pilot and officially allow eligible Vietnamese people to play casino at this project.
The Ministry of Finance said that this is an important basis for businesses to continue to have business plans, and at the same time, state management agencies can organize monitoring of casino operations within the legal framework.
The casino Van Don project (Quang Ninh) has been approved by the Politburo for a pilot program for 3 years since it was put into operation and has been approved by the Prime Minister for investment. The project is currently in the process of selecting an investor.
Meanwhile, the Ho Tram casino project (HCMC) is currently only open to foreigners. The Ministry of Finance proposed to include Ho Tram in the pilot program for Vietnamese people who are eligible to participate.
The content of the draft resolution clearly states: Will allow Vietnamese pilots to qualify to play cassava at Van Don and Ho Tram within 5 years from the date of operation.
Previously, since 2016, the Politburo agreed to allow two casino projects in Phu Quoc and Van Don to be piloted for Vietnamese people to play. However, so far only Phu Quoc has been in business.
