According to the draft Decree on casino business (drafted for the second time) being consulted, the Ministry of Finance proposes to continue piloting the permission for Vietnamese people to play at casino business locations. One of the notable new contents is the regulation that players must buy tickets to participate, at a rate of 2.5 million VND/24 continuous hours/person or 50 million VND/month/person.
According to the drafting agency, the conditions for Vietnamese people to be allowed to play online online in the past generally did not cause problems. However, the regulation on proving financial capacity is still inadequate. Requiring the presentation of many types of documents to prove income or assets is said to cause difficulties for both players and casino businesses.
In fact, many people, despite having financial conditions, cannot prepare all their documents when traveling, leading to not being able to participate in the game. Meanwhile, in other countries, the procedures are quite simple, causing many people to choose to play abroad, affecting domestic revenue.
On that basis, the Ministry of Finance has coordinated with relevant ministries and branches to report to the Government and the Politburo, proposing to keep current conditions on age, civil act capacity... but removed the requirement to prove financial capacity by documents, replacing it with the form of buying entrance tickets.
The suggested ticket price is 2.5 million VND/24 hours - 2.5 times the current price or 50 million VND/month - 2 times the current price. According to the Ministry of Finance, raising ticket prices is both in line with international practices and contributes to qualifying the financial capacity of players without the need for cumbersome administrative procedures.
In addition to the regulation on entrance tickets, the draft also maintains other conditions for Vietnamese people to play online, such as: being 21 years old, having full civil act capacity, not being subject to a ban by relatives or having a petition to ban playing. Players are only allowed to use Vietnamese currency to exchange to currency agreed at the casino and can be exchanged in case they have not used it all or won prizes.
On the business side, the draft requires a minimum investment capital to register a casino project of 2 billion USD. At the same time, businesses must install a 24/7 surveillance camera system in the entire business area, including entrances, game tables, collection areas, treasury, cash storage devices and storage areas. Images from the camera system must be stored for at least 180 days.
