Accordingly, the People's Committee of Quang Tri province commented on the general principle of complying with the principle of publicity, transparency, easy access to electricity prices, ensuring fairness among household groups in the regions.
According to the People's Committee of Quang Tri province, for the principle of determining electricity prices, the Ministry of Industry and Trade needs to publicize the method of calculating prices and update cycles for people to monitor and supervise. Propose to add a mechanism to collect opinions from local authorities and people before adjusting prices. Regarding electricity price policy, it is necessary to pay attention to vulnerable groups such as: Poor households, near-poor households, policy households, people with revolutionary contributions, etc.
The People's Committee of Quang Tri province also proposed to maintain a reasonable electricity price scale to encourage electricity savings. Regarding the selling price of electricity by voltage level, it is recommended that the Ministry of Industry and Trade consider the difference between voltage levels in the direction of not causing disadvantages for areas with only access to low-voltage electricity (0.4kV). Propose a support mechanism or priority price for small business households and household-scale services.
Explaining the comments of the People's Committee of Quang Tri province, the Ministry of Industry and Trade said - on the principle of determining electricity selling prices, the contents according to the comments of the People's Committee of Quang Tri province are within the scope of regulation of Decree No. 72/2025/ND-CP on the mechanism and time for adjusting average retail electricity prices, not within the scope of regulation of this Circular.
Regarding the mechanism to support electricity bills, the Ministry of Industry and Trade said that it has been regulated in the Electricity Law 2024 and specified in Decision No. 14/2025/QD-TTg, accordingly, the State supports electricity bills for living purposes for poor households and social policy households.
The Ministry of Industry and Trade believes that electricity prices need to ensure accurate reflection of the cost of electricity supply to each voltage level. Therefore, the comments of the People's Committee of Quang Tri province may lead to cross-subsidy in electricity prices between customer groups, which is not in accordance with the provisions of the Electricity Law and Resolution No. 70-NQ/TW. The mechanism for supporting electricity bills has been stipulated in the Electricity Law 2024 and specified in Decision No. 14/2025/QD-TTg. Accordingly, only support electricity bills for living purposes for poor households and social policy households.
