INDEVCO Group Joint Stock Company and Thuan Thanh Environment Joint Stock Company - a unit currently having a number of modern waste treatment plants in some provinces and cities - have just submitted to Quang Ninh province a proposal for Thong Nhat Waste-to-power Plant project in Thong Nhat commune, Quang Ninh province.
Accordingly, INDEVCO Group Joint Stock Company is the project owner, Thuan Thanh Environmental Joint Stock Company is the investor.
The construction location of Thong Nhat Waste-to- Waste Power Plant is right next to Vu Oai Solid Waste Treatment Plant of INDEVCO Group Joint Stock Company, which was completed a long time ago but could not be put into operation due to not meeting the previous standards of the Ministry of Natural Resources and Environment.
According to the proposal, the Thong Nhat Waste-to- Waste Power Plant project is built on an area of 11 hectares, located in a planned area of land for waste dumps and solid waste treatment and was previously assigned by the People's Committee of Quang Ninh province to INVVCO Group Joint Stock Company.
Accordingly, the investor will build a new solid waste treatment plant using modern incineration technology to meet the requirements of solid waste treatment of localities in Quang Ninh province.
The plant has a capacity to burn and process 1,300 tons/day and night and a power generation capacity of 25 MW.
The total investment capital of the factory is about 3,200 billion VND, of which the spontaneous contribution capital is 640 billion VND (equivalent to 20% of the total investment of the project) and loans from credit institutions and banks are 2,560 billion VND.
Of the self-contributed capital, VND 590 billion is the contributed capital of Thuan Thanh Environmental Joint Stock Company. The project's operation period is 41 years.

Regarding the project's expected progress: Prepare proposals, approve approvals for adjustment of investment policies, planning, environment, construction licensing: 3 months; Start construction - complete construction investment: 18 months; Trial operation, environmental licensing, electricity operation licensing: 6 months. The time starts from September 2025.
According to calculations, with the domestic solid waste treatment fee of about 440,000 VND/ton and the electricity selling price of 2,575.18 VND/kWh (excluding value added tax), the expected payback period is 16 years.
According to Mr. Do Tien Dung - General Director of INDEVCO Group Joint Stock Company, with a capacity of 1,300 tons/day and night, this plant can treat all domestic solid waste in the old Ha Long City and the old Cam Pha City, and gradually treat the landfill buried nearby, which has now reached about 1.3 million tons. In addition, the plant can treat garbage in localities, as well as landfills scattered in areas with a radius of 50km around the plant.
Regarding Vu Oai Solid Waste Treatment Plant - still closed, Mr. Dung said that he is calculating investment to upgrade to specialize in treating waste: industrial, medical, agricultural, forestry, aquatic and livestock, with the orientation of closely linking with the circular economic model.
Although it is a province with economic conditions, up to now, Quang Ninh province has only a few solid waste treatment plants operating in the form of garbage incineration, the rest are mainly landfills. In recent times, landfills have often encountered problems, causing garbage "crisis".
According to the Department of Construction of Quang Ninh province, currently, the total capacity of incineration and landfill of factories, landfills, and domestic solid waste treatment areas in the whole Quang Ninh province is about 1,182 tons/day. In addition, in some communes, small-scale incinerators have been invested in to serve the incineration of domestic solid waste in rural areas.
Meanwhile, on average, the whole province generates about 1,300 tons of domestic solid waste per day. It is forecasted that by 2030, the total volume of solid waste generated in the whole province of Quang Ninh will be about 2,948,074 tons/year. Of which, the volume of domestic solid waste generated is about 1,445,620 tons/year, the volume of industrial solid waste generated is about 1,319,273 tons/year.
