From July 5, Decree 153/2026/ND-CP of the Government on customs operation areas was officially implemented, with many changes related to the management scope of Customs Region XVII on the Tay Ninh border line.
According to new regulations, the customs operation area at Moc Bai, Xa Mat, Tan Nam international border gates, along with Chang Riec and My Quy Tay border gates, is determined by geographical coordinates, boundaries on both sides and management depth from 1,000-1,400m, instead of the previous generalized determination method.
The specific regulation of management scope is expected to facilitate customs forces in organizing inspection and supervision, while limiting overlap with forces performing tasks on the border line.
The Decree also supplements customs clearance channels, specialized roads for transporting goods and locations announced by competent authorities as meeting the conditions for import and export into customs operation areas. This regulation creates a legal basis for customs authorities to manage areas where import and export activities arise in the coming time.
Besides the border gate area, the management scope of customs is expanded to locations with import and export activities such as business headquarters, warehouses, production facilities, bonded warehouses, retail goods collection locations (CFS), industrial parks, export processing zones, non-tariff zones and logistics centers. Through this, goods inspection and supervision are carried out throughout the entire supply chain.
Notably, from July 5, 8 border gates including Ta Not, Long Phuoc, Phuoc Chi, Long Thuan, Cay Go, Tan Phu, Tong Le Chan and Hung Dien A are no longer in the customs operation area. The adjustment aims to focus resources at border gates that are engaged in import and export activities, in accordance with the planning of border gate system development and actual management requirements.
In addition, Decree 153/2026/ND-CP also clarifies the leading role of customs authorities in preventing and combating smuggling and illegal transportation of goods across borders in customs operation areas. At the same time, it stipulates a mechanism for exchanging information, documents and electronic data between customs and the Police force, Border Guards, Market Management and local authorities to improve the effectiveness of coordination in controlling and handling violations on the border line.
