According to the reporter's source, the People's Committee of Dien Bien province has just signed and approved many decisions to adjust the scale, capital sources and completion timelines of projects from energy, resource exploitation to technical infrastructure and tourism.
For the energy sector, the Nam Muoi 2 Hydropower Project in Nam Nen Commune, according to the approved schedule, will start construction in the first quarter of 2024, complete and put into operation in the fourth quarter of 2025.
According to the adjustment decision, the project will start construction and install factory equipment from the fourth quarter of 2025 to the end of the fourth quarter of 2027. The goal is to complete and put the project into commercial operation in the first quarter of 2028.
The Provincial People's Committee also requested Nam Muoi 2 Hydropower Investment Joint Stock Company (investor) to focus resources to ensure this progress.
In the field of minerals, the Provincial People's Committee has approved the adjustment of the limestone mining project at Tay Trang VII mine ( Sam Mon commune). Notably, the designed capacity is adjusted to increase sharply to 150,000 m3/year in the period of 2026-2030 (in 2025 it will be 90,000 m3/year). Then it will decrease to 5,360 m3 by 2031.
The project is invested by Nam Nhe 2A Energy Joint Stock Company, with a total investment capital of more than 38 billion VND, of which the loan capital accounts for 24 billion VND. The project's operation period is 7 years (2025-2031), including the time for environmental restoration.

To ensure the completion of infrastructure in Dien Bien Phu ward, Muong Thanh ward and surrounding areas, the Provincial People's Committee has issued decisions to extend the implementation period for a number of traffic projects until 2026.
Specifically, the Ring Road II project (connecting Noong Bua resettlement area with Pu Tu resettlement area) was adjusted to have an implementation period from 2014 to 2026 (approval period 2014-2024).
Similarly, the technical infrastructure project for the agency headquarters area, public and commercial service area along the 60m road axis has also been extended to 2026 instead of the second quarter of 2024 as previously planned.
In particular, the project to clear the land and support resettlement according to the detailed planning of Dien Bien Airport until 2020, with a vision to 2030 (to implement the Dien Bien Airport Upgrade and Renovation Project) has also been adjusted from the period of 2020-2024 to the period of 2020-2026.
The Provincial People's Committee also adjusted the total investment from more than 167.3 billion VND to 170.5 billion VND for the project of Upgrading the road to the Relic Site of the Dien Bien Phu Campaign Command (Muong Phang commune). In addition, the implementation period (approved in 2017-2021) will be adjusted to 2017-2021 and 2025.
According to the People's Committee of Dien Bien province, the state budget investment plan for 2025 assigned by the Prime Minister to Dien Bien is over VND 3,814 billion. As of October 31, 2025, the province has assigned and allocated in detail over VND 3,317 billion (reaching 86.98% of the plan).
However, the accumulated disbursement by the end of October (including additional capital) reached 44.33% of the plan. Although this figure is higher than the same period in 2024 (41.92%) it has not yet reached the target set by the province of 75% 80%.
The whole province has 25 agencies and units disbursing above the general average, but there are also 18 units disbursing below the average and 6 units that have not disbursed allocated capital.
In addition, the disbursement of capital extended from 2024 to 2025 is also slow, reaching only 32.68% of the plan by the end of October.
