Unqualified universities will have to merge

The Permanent Deputy Prime Minister said that the Politburo does not set the issue of building 100 or 200 universities; schools that do not meet the standards will merge and dissolve themselves.

On the morning of November 25, the National Assembly discussed in groups the investment policy for the National Target Program on Health Care and Population; the National Target Program on modernization and improvement of education and training quality.

Speaking, Politburo member and Permanent Deputy Prime Minister Nguyen Hoa Binh said that in the past, there was a weakness that existed for many terms: the policy was correct but the implementation had problems, leading to many correct policies "not being implemented or slow" coming into life. This time, the Politburo requested to fix the existing problem.

As soon as there were two important resolutions on health and education, the Government was required to simultaneously develop a national target program to report to the National Assembly. The purpose is to allocate resources, focusing on major issues, major policies, and major project programs.

In education, the shortcomings pointed out include heavy form, low quality and training not associated with practical needs. This leads to a very large rate of highly qualified people working illegally.

In terms of health, we have previously focused on specialized treatment, treatment of diseases of theology and difficult diseases. This time, in parallel with that, we are shifting the state towards disease prevention as the main focus, caring for and improving the health and physical condition of the people. This is closely linked to family medicine and grassroots health care.

Regarding high-quality treatment, the resolution and the program also aim to make Vietnam a world attraction for some diseases, develop health care tourism, care for the elderly and treatment. Many diseases today have reached international standards.

For education, one of the goals is to set a goal of having universities in the top of the world. The Resolution also raises the issue of English being considered popular and focusing on soft skills training, overcoming the situation of focusing only on learning fluently.

"It can be said that we are having a university-based racing system, which is considered a provincial ranking criterion. This has caused many places to rush to assemble criteria to turn pedagogical colleges or financial intermediate schools and law intermediate schools into universities," the Permanent Deputy Prime Minister said and said that this situation must be resolved.

The Politburo does not consider building 100 or 200 universities. Instead, this time focus on rebuilding the criteria of universities that meet international standards. If universities do not meet the standards, they will merge and dissolve themselves. The criteria will clearly stipulate the number of professors, doctors and training fields.

The Resolution also stipulates that universities are not allowed to specialize in training in certain fields. For example, only medical schools are trained as doctors. Currently, Vietnam has more than 90 law majors in non-professional schools, so in the future, schools that are not specialized in training for bachelor's degrees in law will not be allowed to do so, but only allow teaching as a combined subject.

The issue of postgraduate quality has also been rectify, in order to overcome the situation of concurrent professors, who are named in 9-10 schools but do not go to school all year, do not participate in teaching, leading to "unreal" numbers.

Although some schools such as Hanoi National University, Ho Chi Minh City National University, and University of Science and Technology have reached the top 100, the goal this time is to reach the top 100 and increase the number of qualified schools.

"The most important thing is to build a top school with uniform quality so that graduates can meet practical needs," the Permanent Deputy Prime Minister emphasized.
