New developments in the case of requesting papers of origin for dried cicada corpses

Lang Son - The owner of the batch of 80kg of dried cicada carcasses has officially arrived at the headquarters of Market Management Team (QLTT) No. 1 to work.

Continuing the incident of a passenger car on the Son La - Lang Son route being temporarily detained with a shipment of dried cicada carcasses (Dong y name is thuoc thay) due to not being able to present invoices and documents at the time of inspection, functional agencies of Lang Son province have just provided the latest information.

Talking to PV, Mr. Chu Ngoc Ha, Head of Market Management Team No. 1, Lang Son Provincial Market Management Sub-Department, said that this morning (May 12), the owner of the above-mentioned 80kg of dried cicada carcasses proactively came to the headquarters to coordinate in clarifying the origin of goods.

Regarding the current handling direction, a representative of the Market Management force informed: "The cargo owner has come to the Team headquarters to work and present relevant documents. In case the cargo owner presents complete valid documents, proving the legality of these 80kg of medicinal herbs, we will carry out procedures to return the above goods in accordance with regulations".

Although the owner of the goods was present, functional agencies are still in the process of appraising the validity of invoices, purchase lists and related documents.

Market Management Team No. 1 emphasized that the verification of the origin of medicinal herbs is carried out very strictly.

In case the provided documents are invalid or the owner of the goods cannot prove the origin of these 80kg of cicada carcasses, functional forces have full authority to handle and seize the above goods according to the provisions of law.

Notably, for the act of transporting and trading goods of unknown origin, both the cargo owner and the carrier may be jointly liable.

Depending on the severity of the violation, the highest administrative penalty for the parties can be up to 50 million VND.

Previously, at about 9:30 am on May 10, at Km21, National Highway 1A (section passing Dong Kinh ward, Lang Son), traffic police stopped to inspect Phong Hien passenger car and discovered 9 sacks containing a large amount of cicada carcasses (now clearly identified as weighing 80kg).

At this time, officers of Market Management Team No. 1 requested to check the papers, but the driver confessed that he was just a hired transporter with a price of 200,000 VND/bag and could not present documents.

The incident became noisy when the bus company continuously questioned, used public opinion-orienting words and filmed videos to spread on social networks, causing misunderstanding that functional forces were making it difficult for people to transport "insect carcasses".

However, Lang Son Market Management Department promptly spoke out to affirm that cicada carcasses are valuable economic medicinal materials, when circulating in large quantities, it is mandatory to strictly comply with regulations on invoices and documents proving origin to avoid smuggling or mixing in substandard medical goods.
