Solar power project worth more than 5,371 billion VND
According to the reporter's investigation, Vice Chairman of Dien Bien Provincial People's Committee Lo Van Cuong has just signed a decision approving Vinenergo Energy Joint Stock Company (Hanoi) to be the investor of the Dien Bien 1 solar power plant project.
This large-scale project will be implemented in Dien Bien Phu ward and Na Son, Muong Lan, and Pu Nhi communes.
The plant has a designed capacity of up to 300 MW, expected to contribute about 482.411 MWh of electricity output per year.
To serve the project, the expected land use area is about 509.47 ha. Of which, the area for installing panels and synchronous stations accounts for about 320 ha.
The project also includes the construction of a new 220kV dual circuit power line system about 25.65 km long, connected from the plant to Dien Bien 220kV substation.

The project has a total investment capital of more than 5,371 billion VND.Of which, 30% of the total investment capital (equivalent to 1,611 billion VND), the remaining 70% of capital will be mobilized.
According to the committed progress, the plant will start construction no later than the fourth quarter of 2026 and officially put into operation and exploitation in the fourth quarter of 2027.The operating term of the project is set at 50 years.
The wind power project is nearly 4,400 billion VND from FDI capital.
Dien Bien province has also "layed a red carpet" to welcome a foreign investor consortium including Viet TPDB Wind Power Investment Pte. Ltd. (Singapore) and Beijing Weineng Investment Co., Ltd. (China) to implement the Envision Nam Po wind power plant project.
This wind power project will be implemented in Cha To, Si Pa Phin communes (Dien Bien) and Nam Hang commune (Lai Chau). The investment scale includes 25 wind turbines, each turbine with a capacity of 5MW, bringing a total designed capacity of 125 MW. The average electricity output is expected to reach 383 GWh/year.
The total land area and land surface expected to be used for the project is 60.5 ha. The total investment capital of the Envision Nam Po wind power project is up to 4,375 billion VND, equivalent to more than 165 million USD (investor capital contribution accounts for 20% and mobilized capital accounts for 80%).
The investor consortium is expected to start the main project in the fourth quarter of 2026 and put it into operation in the third quarter of 2027. The project's operating term is 50 years.
Use of local labor
According to leaders of Dien Bien Provincial People's Committee, investors prioritize recruiting and using local workers. Along with that is considering supporting localities in social security and public work in the project investment area.
To ensure projects are implemented on schedule, the Provincial People's Committee assigned relevant departments and agencies such as: Department of Finance, Department of Agriculture and Environment, Department of Construction.
In particular, the People's Committees of communes in the project area coordinate with investors to ensure the legitimate and legal rights and interests of people within the project implementation scope.
Previously, on the morning of March 11, Dien Bien Provincial People's Committee had a working session with the working delegation of Vestas Development A/S Company (Denmark) to exchange views on the development orientation of wind power projects.
According to leaders of the Provincial People's Committee, besides hydropower sources, the locality is focusing on exploiting other renewable energy sources, especially wind and solar power.
The above-mentioned wind power projects have been put into priority "green channel" by the locality, in order to shorten the processing time of procedures. Dien Bien is committed to accompanying, supporting and guiding investors throughout the project implementation process.
Dien Bien currently has 23 medium and small hydropower plants in operation, with a total capacity of 326.8 MW. According to Power Plan VIII approved by the Government, in the province in the period 2025-2030, the total target capacity of all types of power sources is 2,986MW.
In which, solar power is 904MW; wind power is 1,079MW, hydropower projects are 486MW, rechargeable hydropower is 400MW, biomass power is 114MW, and waste power is 3MW.
