Hanoi barricades many points at Co Linh - Dam Quang Trung intersection

Hanoi - From March 18, Hanoi Department of Construction will barricade the Co Linh - Dam Quang Trung intersection to serve the underpass construction project.

Hanoi Department of Construction has just licensed construction barriers, and at the same time adjusted traffic organization at the Co Linh - Dam Quang Trung intersection (Long Bien district) to serve the underpass construction project. The new traffic diversion plan will officially be applied from March 18, 2026.

According to Construction Permit No. 100/GPTC-SXD, the barricade is carried out to serve phase 2 of the underpass construction project at Co Linh intersection. The main items include: completing technical infrastructure; cutting sidewalks, expanding the road surface; constructing drainage system; installing technical trenches and pumping stations on Dam Quang Trung street; constructing closed and open tunnel items directly on the route.

The scope of barriers is deployed at many locations on Dam Quang Trung street (both directions on Vinh Tuy bridge and National Highway 5), with different sizes according to each stage, ensuring that the remaining road is sufficient for vehicles to circulate (from 7.5m to 17.5m depending on location). The barrier system is made of fixed corrugated iron 2m high, with reflective film and installed night warning lights.

To minimize congestion, the traffic organization plan at the Co Linh - Dam Quang Trung intersection will shift from controlling with traffic lights to continuously organizing traffic with mobile medians. Vehicles do not pass through the intersection but move according to the adjusted route.

Specifically, in the direction from Co Linh (the Long Bien bridge side) to National Highway 5, vehicles turn right at Dam Quang Trung intersection, then turn around in the area under Vinh Tuy bridge or go straight through Co Linh overpass to reach Thach Ban intersection.

Direction from Co Linh (Hanoi - Hai Phong expressway side) to Vinh Tuy bridge, vehicles turn right at Dam Quang Trung intersection and turn around on this route, or go straight through Co Linh overpass, turn around at Co Linh - Tran Dang Khoa intersection.

Functional agencies also apply measures to limit speed and regulate remotely. The maximum speed in the car lane on Vinh Tuy bridge (direction to Long Bien) is reduced to 40km/h at a location 200m away from the barrier. At the same time, completely barricade Tram street at the beginning of the intersection with Dam Quang Trung street to avoid traffic conflicts. The sign system will guide vehicles remotely to nearby roads such as Tram street, Vu Lap, Nguyen Ngoc Chan, Huynh Tan Phat to reduce the load on the main intersection.

The investor and the construction unit are required to arrange forces to guide and divert traffic 24/24 hours in the construction area and remote locations. Notably, vehicles serving construction (vehicles carrying materials and waste) are only allowed to operate at night (from 10 pm to 5 am the next morning) to limit the impact on daytime traffic.

The construction site must install a misting system to reduce dust, and at the same time ensure environmental sanitation throughout the construction process.

According to the plan, the construction time lasts from March 18, 2026 to the end of April 30, 2027. Traffic participants need to pay attention to the traffic sign system and comply with the instructions of functional forces to ensure safety.
