According to the People's Council of Hai Duong province, in 2024, the total product in the province is estimated to increase by 10.2% (exceeding the target of increasing by over 9%), ranking 6th out of 63 provinces and cities nationwide; the scale of the economy increased nearly 1.14 times compared to the previous year; the economic structure continued to shift in the right direction. State budget revenue exceeded the estimate by 46.7%.
In 2024, Hai Duong province will focus on investing in completing a synchronous infrastructure system, especially key and important inter-regional transport projects, completing and expanding new development space. Completing procedures for appraisal and recognition of Kinh Mon town as a type III urban area.
Hai Duong province has also actively removed obstacles and difficulties, accelerated project implementation and disbursed investment capital. Total social development investment capital is estimated at VND64,360 billion, up 12.1%.
However, in 2024, investment attraction has not met expectations and is not commensurate with the province's potential and advantages. Of which, foreign direct investment attraction reached 718.1 million USD, down 45.2% over the same period in 2023 and lower than neighboring provinces. The number of newly established enterprises increased slowly (6.2%), quality was still low, and the number of dissolved and inactive enterprises increased.
Although domestic budget revenue increased by 45.3%, the proportion of revenue from land is still quite high (about 35%). There are still many different opinions on the construction of some local policy mechanisms, not ensuring harmony between components, regions and beneficiaries.
In addition, the disbursement rate of public investment capital in the first and middle months of the year is still low compared to the national average. Debt in basic construction in new rural construction at the commune level has not been thoroughly resolved. Some public investment projects still need to be adjusted many times. Land management in some localities is not strict, there are still many projects using land ineffectively, with the risk of loss and waste.
