Trillion-VND wind power project near the coast overlaps with planning

Gia Lai - Wind power projects overlapping planning with aquatic resource protection areas and coastal transport routes.

On September 18, the Department of Industry and Trade of Gia Lai province said that it had advised the Provincial People's Committee to propose and recommend that the Ministry of Industry and Trade report to the Prime Minister for consideration and direction of adjusting the planning for the Hon Trau wind power project area - phase 1.

This is a large-scale near-shore wind power project, with an investment capital of trillions of VND, a capacity of 750MW, in the sea area of Phu My Dong, Phu My Bac, Cat Tien, Ngo May communes and Quy Nhon Dong ward.

The total investment capital of the Hon Trau wind power project phase 1 is about 48.372 billion VND, of which project implementation costs are more than 48.339 billion VND and compensation, support, and resettlement costs are temporarily estimated at more than 33 billion VND. The operating term of the project is 50 years.

Hon Trau wind power project was approved by Gia Lai Provincial People's Committee for VinEnergo Energy Joint Stock Company to be the investor to implement the project.

However, currently the sea area for project implementation has a part of the area within the scope of aquatic resource protection and a part of the project area overlaps with the scope of the prohibited aquatic exploitation area for a limited time. This plan was approved in Decision No. 389/QD-TTg dated May 9, 2024 of the Prime Minister.

At the same time, Hon Trau Wind Power Plant - Phase 1 overlaps with the coastal transport route, which has been announced by the Ministry of Transport (now the Ministry of Construction).

Therefore, the project implementation faces many difficulties and obstacles. The Provincial People's Committee proposed that the Ministry of Industry and Trade report to the Prime Minister for consideration and direction of the Ministry of Agriculture and Environment to adjust the area with overlapping area to a zone allowed for dual use to develop wind power, and install wind turbine towers.

At the same time, directing the Ministry of Construction to adjust the coastal transport route from Quang Binh to Binh Thuan (old) in the direction that this route can be moved to the sea, to conveniently implement the wind power project.

Over the past time, Gia Lai has developed a series of large-scale wind power projects, especially Hon Trau wind power - phase 1 is the first near-sea power project with large investment capacity.
