Ca Mau welcomes trillion-VND capital flow into wind power

From wind advantages to planning thousands of MW, Ca Mau is accelerating the formation of new wind power poles in the Mekong Delta region.

Thousands of MW expand energy space

Ca Mau is shaping an energy development strategy towards strongly exploiting the advantages of wind power, while expanding large-scale power sources, gradually creating a foundation to become an energy pole of the Mekong Delta region.

Vice Chairman of Ca Mau Provincial People's Committee Huynh Chi Nguyen said that the province identifies wind power as one of the important advantages for energy development. Ca Mau has early issued a plan to promote energy growth in the period 2026 - 2030, with an average electricity output growth rate target of about 10.4%/year.

By 2030, the province's electricity output is expected to reach about 13,500 million kWh. According to the adjusted Power Plan VIII and the plan implementation plan, in the period 2027 - 2030, Ca Mau has 38 power source projects identified with a total capacity of 5,448 MW.

In which, in 2027, it is expected to implement 7 projects, with a total capacity of 574 MW; in 2028 there are 14 projects, 738 MW; in 2029 there are 13 projects, 737 MW. In 2030 alone, there are expected to be 2 projects with a total capacity of up to 3,300 MW.

This scale shows that Ca Mau is not only developing individual power projects but is expanding its energy space according to a long-term roadmap.

To promote the efficiency of power sources, the province determines that power source development must go hand in hand with transmission infrastructure. Ca Mau is promoting investment in 500kV and 220kV power grid systems to release capacity, increase connectivity and power transmission in the area.

Along with wind power, the province also coordinates to implement large energy projects such as Bac Lieu LNG gas power plant with a capacity of 3,200 MW, expanding Ca Mau 1 and 2 Thermal Power Plants by 1,500 MW and gas exploitation projects. These are important pieces in the province's large-scale energy picture.

Wind power becomes a "magnet" to attract investors

The advantage of natural conditions is turning into investment attraction when a series of wind power projects are being promoted in Ca Mau.

In early September 2026, Ca Mau Provincial People's Committee approved the investment policy for Hoa Binh 2-1, Hoa Binh 3 and Hoa Binh 4 wind power plant projects in Vinh Hau commune. The three projects have a total capacity of 150 MW, a total investment capital of about 7,325 billion VND, and are expected to generate commercial electricity in the period 2028 - 2029.

Each project is expected to install 11 turbines, with a capacity of about 4.5 - 5 MW/turbine. The projects are expected to start construction in the second - third quarters of 2027, complete construction, procurement and equipment installation in the fourth quarter of 2028.

Along with that, the Dong Hai 5 Wind Power Plant project in Dinh Thanh commune with a capacity of 36 MW, with an investment capital of more than 1,222 billion VND, is also implementing investment preparation steps. The project is expected to complete investment preparation work in the first quarter of 2027, construction from the third - fourth quarters of 2027, commercial operation in the third - fourth quarters of 2028.

Thus, the 4 wind power projects alone have a total capacity of 186 MW, with investment capital of more than 8,547 billion VND. These projects are specified in the wind power development roadmap in Ca Mau, and also show that capital is seeking areas with great potential for renewable energy.

In 2026, the province will continue to support investors to complete procedures and accelerate construction to put into operation 4 projects and a part of other projects, with a total capacity of about 300 MW.

Energy development, especially renewable energy, will continue to be associated with the requirement to ensure transmission infrastructure, efficient use of resources, and harmony with the ecological environment. This is the foundation for Ca Mau not only to increase power source capacity but also to gradually form a new energy polar of the Mekong Delta.
