According to the submission on the Draft amending and supplementing Decree No. 72/2025/ND-CP, Vietnam Electricity Group (EVN) said that - implementing Decree No. 72/2025/ND-CP, in the past time, it has implemented the development and calculation of average retail electricity prices according to regulations on adjusting average annual retail electricity prices, in the year
The implementation has had many positive points about transparency, convenience and resolved many existing problems, helping to calculate, update and adjust electricity prices more promptly and flexibly than before.
However, according to EVN, through the actual implementation of the Decree, there are still some contents that need to be reviewed and adjusted to ensure that all reasonable and valid costs need to be included in calculation and adjustment of retail electricity prices.
EVN recommends that Decree No. 72/2025/ND-CP should be amended and supplemented to allow the recovery of costs directly serving electricity production and supply that have not been fully calculated and fully compensated in the previous average retail electricity price based on the results of announcing electricity production and business costs or annual audited financial reports.
"Retail electricity prices need to be resolved promptly for electricity units in recovering enough costs, contributing to preserving and developing business capital of enterprises, therefore, it is necessary to develop a Draft Decree amending and supplementing Decree No. 72/2025/ND-CP to continue to perfect regulations on mechanisms and time to adjust average retail electricity prices" - the submission stated.
According to EVN's report, due to the impact of the geopolitical situation in the world, the high cost of electricity purchase in the period of 2022-2023 has led to many difficulties for EVN in production and business activities, the accumulated loss for these 2 years is about 50,029 billion VND. By the end of 2024, the accumulated loss of parent company - EVN is still about 44,792 billion VND. This leads to a decrease in state investment capital in EVN, which cannot preserve state investment capital in enterprises.
According to EVN, if not calculated to recover in electricity prices, it will not promptly compensate for the decreased state investment capital in previous years.
EVN proposed that the Minister of Industry and Trade report to the Prime Minister to allow the calculation of accumulated losses (these are costs directly serving the production and supply of electricity that have not been fully calculated and fully compensated in the previous average retail price of electricity) as a cost allowed to be included in the average retail price of electricity. EVN proposes to amend and supplement Point g, Clause 2, Article 4 of Decree No. 72/2025/ND-CP.
"The total other costs not included in the electricity price are the costs that are allowed but not fully included in the electricity price, calculated and allocated to the average retail electricity price per year N (common), including:
The costs directly serving the production and supply of electricity have not been fully calculated and compensated in the previous average retail electricity price, determined according to the results of business activities, deducting profits from other activities (if any). Vietnam Electricity Group proposed a plan to allocate these expenses, reported to the Ministry of Industry and Trade for consideration and comments. If necessary, the Ministry of Industry and Trade shall consult the Ministry of Finance.
The difference in the re-evaluation exchange rate has not been allocated, the exchange rate difference has not been recorded and paid to power plants according to the agreement in the power purchase contract - EVN proposed.
