Accordingly, on July 3, 2025, the National Assembly Delegation of Bac Ninh province received a proposal from the Vietnam Market Development Association on recommendations on adjusting electricity and water prices, leasing land for annual payments, leasing of non-agricultural land and environmental sanitation at traditional market projects nationwide.
After consideration, Vice Chairman of the Provincial People's Committee Pham Van Thinh gave the following opinion: Department of Industry and Trade; Department of Agriculture and Environment; Department of Construction; Department of Finance; Bac Ninh Provincial Tax Department according to functions, tasks, powers and current legal regulations proactively consider and specifically resolve each proposal of the Vietnam Market Development Association in the above document; send the results in writing to the Department of Industry and Trade before July 20, 2025 for synthesis.
Assign the Department of Industry and Trade to preside over and coordinate with relevant departments, agencies and units to synthesize; advise and report to the Chairman of the Provincial People's Committee before July 30, 2025.
In the old pre-merged Bac Ninh province, there are 106 markets (including 1 class 1 market, 12 class 2 markets, 93 class 3 markets), with the main function of retailing essential goods and food serving the daily life of the people.
Most of the markets are small in scale, and there are no unit markets that perform the function of wholesale, collection and distribution of goods.
Of the 106 markets in Bac Ninh province in operation, there are 91 markets invested and managed by the state and 15 markets invested, managed and exploited by enterprises and cooperatives.
At the November meeting with businessmen on removing difficulties and obstacles in market development and management organized by the People's Committee of Bac Ninh province on November 16, 2024, representatives of a number of enterprises and market-based cooperatives reflected that due to the huge cost of investment in the construction of market projects, there is a need to mobilize a lot of capital, in the management, exploitation and business of market works, especially in rural areas, not bringing many profits, the capital recovery time is slow, so it is difficult to attract the attention of capable investors.
At the same time, compensation and site clearance work in some projects in general is still stuck, prolonged as if the compensation price has not been agreed upon... this affects the psychology of market project investors.
The above difficulties and problems are barriers for market investors, hindering the development of the market system of Bac Ninh province.
