From October 2025, Power Corporation/power Company will send notices of the results of the calculation of electricity costs for testing on paper according to the two-component electricity sale price to customers subject to testing, including a comparison of electricity costs according to the current one-component electricity price list and electricity costs according to the two-component electricity price.
According to Vietnam Electricity Group (EVN), this is only a paper-based testing and calculation activity, not yet applied to actual electricity bills during the testing period.
For the group of manufacturing customers selected to participate in the paper pilot, the experimental price list will be applied as follows:

According to Mr. Nguyen Quoc Dung - Head of Business Department, Vietnam Electricity Group, the two-component electricity price has been applied by many countries, especially developed countries, because this is the most accurate pricing method for the electricity system to meet load demand. Currently, the Prime Minister has assigned units to study two-component electricity prices, including capacity prices and electricity prices, following each customer group.
Mr. Dung assessed that our technical infrastructure is now relatively good, electronic meters can collect measurement data remotely and determine the power in 30 minutes/trip. The basic infrastructure in transmission is also relatively good, which is the basic condition for implementing two-component electricity prices.
According to Mr. Nguyen Anh Tuan - General Director of Vietnam Electricity Group (EVN), researching and converting the retail price mechanism of electricity from the retail price of one component electricity (based on the electricity used) to the retail price of two components electricity (based on the power price and the electricity price) at the current stage is necessary and appropriate to correctly and sufficiently collect the costs of the electricity industry to provide electricity to electricity customers (including the cost of using electricity infrastructure (source, grid) and electricity costs). This creates transparency and fairness among electricity customers, accurately reflecting the nature of customers' electricity use in the electricity system.
The subjects participating in the trial on the two-component electricity price paper are customers using large amounts of electricity for production purposes directly sold by member units of Vietnam Electricity Group, with an average electricity consumption of 200,000kWh/month or more (average of the last 12 months).
