On the side of EVNNPT, there were Mr. Nguyen Tuan Tung - Chairman of the Board of Directors, Mr. Tran Dang Khoa - Member of the Board of Directors, Mr. Nguyen Ngoc Tan - Deputy General Director, Mr. Hoang Van Tuyen - Deputy General Director, leaders of the Northern Power Construction Project Management Board (NPMB), the Central Power Construction Project Management Board (CPMB), the Power Transmission Project Management Board (NPTPMB), leaders of relevant departments and units under EVNNPT.

3 urgent projects need to start construction soon
Currently, the power transmission grid supplying power to Phu Tho province has 9 220 and 500kV transformer stations with a total capacity of transformer devices of more than 6,000MVA, along with many 220-500kV lines connecting power sources in the area.
The power grid in Phu Tho province operates stably and reliably, however, there are still many times of high performance and many times of overload. Through monitoring, the management and operation and technical management work ensures safe and reliable operation, stable power supply for socio-economic development in Phu Tho province, however, it is necessary to ensure the progress of project implementation to prevent overload and increase the reliability of power supply for the following years.
Currently, in Phu Tho province, EVNNPT is implementing many projects, including a number of projects in the investment preparation stage that are very urgent, including: Hoa Binh 2 500kV cutting station and connecting 500kV line; 500kV line Hoa Binh 2 cutting station - Tay Ha Noi; Vung Ang 500kV line - Hoa Binh 2 cutting station. These are important projects to ensure energy security, meet the requirements of power transmission and supply, especially the release of import capacity from the Lao People's Democratic Republic.



Specifically, the Hoa Binh 2 500kV Cutting Station Project and the 500kV connecting line are expected to be built in Lac Luong commune, Yen Thuy commune and Dai Dong commune, Phu Tho province. The project has a scale of: Installing equipment for 8 500kV departure units and 500kV lines connecting to the station. The project is expected to start construction in 2025 and be energized in 2027. Currently, EVNNPT/CPMB is carrying out the work of negotiating locations, route directions and submitting an application for approval of the Investment Policy.
The 500kV Hoa Binh 2 - West Hanoi cutting station line project runs in the areas of Lien Son commune, Cao Duong commune, Hop Kim commune, Dung Tien commune and Lac Luong hamlet, Phu Tho province. The project has a main scale of 2 500kV Circuits, about 80 km long (about 47 km in Phu Tho province, about 33 km in Hanoi). The project is expected to start construction in 2026 and be energized in 2027. Currently, EVNNPT/NPTPMB is carrying out the work of negotiating locations, route directions and submitting an application for approval of the investment policy.
The 500kV Vung Ang - Hoa Binh 2 cutting station project has a scale of 500kV, 2 networks, about 363 km long (in Ha Tinh province: about 123 km, Nghe An province: about 116 km, in Thanh Hoa province: about 113 km, in Phu Tho province the project passes through Dai Dong commune, Yen Thuy commune and Lac Luong commune with a length of about 11 km). The project is expected to start construction in 2026 and be energized in 2027. Currently, EVNNPT/NPTPMB is carrying out the work of negotiating the route and submitting for approval of the Investment Policy.
The need for local solidarity
The above projects, after completion, will meet the needs of transmission and power supply for the load capacity of Phu Tho province and neighboring areas; Strengthen regional power system connection, improve safety, reliability and stability in the operation of regional and national power systems; Reduce power losses on the power transmission grid, increase the efficiency of electricity production and business of EVN and EVNNPT.
In particular, these projects serve imports from the Lao People's Democratic Republic to Vietnam according to the commitment between the Parties and Governments of the two countries.

At the meeting, Chairman of the Board of Directors of EVNNPT Nguyen Tuan Tung requested the People's Committee of Phu Tho province to promptly approve the route and investment policy of the project after EVNNPT submitted the project proposal. In particular, it creates maximum conditions to start the Hoa Binh 2 500kV Cutting Station Project and the connecting 500kV line in December 2025.
Request the People's Committee of Phu Tho province to direct departments, branches and related units to support EVNNPT and affiliated units in the process of contributing opinions, appraising investment policy documents, and shortening implementation time. Request the Department of Industry and Trade, the Department of Construction, the Department of Agriculture and Rural Development and the People's Committees of Dai Dong, Yen Thuy, and Lac Luong communes of Phu Tho province to promptly provide planning information related to the project in Phu Tho province.
At the meeting, leaders of relevant departments, branches and localities of Phu Tho province discussed and exchanged to propose solutions to speed up legal procedures to start the project to meet the schedule.
Concluding the meeting, Vice Chairman of Phu Tho Provincial People's Committee - Phung Thi Kim Nga said: At the working sessions with investors, the number 1 infrastructure condition that investors are interested in in Phu Tho province is electricity infrastructure. When there is a stable power source, Phu Tho province will attract investment. Phu Tho province sets a double-digit economic growth target, so the demand for electricity will be very large. The Provincial People's Committee clearly identified investment power projects in the province to ensure electricity supply for the province and ensure national energy security, so the province will pay special attention.

Phu Tho provincial leaders assigned the Department of Industry and Trade as the focal point, synthesizing reports every week, and at the same time setting specific progress milestones for each industry and locality for the province to direct and manage, and promptly reporting difficulties and problems for provincial leaders to handle immediately.
Regarding the issuance of investment policies for projects, the leaders of Phu Tho province assigned the Department of Finance to closely coordinate with EVNNPT so that when submitting documents, it should be appraised promptly and advised the Provincial People's Committee to issue them as soon as possible.
Departments, branches and localities need to closely coordinate with EVNNPT's Project Management Boards to build the most accurate route to avoid having to adjust during the construction process.
The leaders of Phu Tho Provincial People's Committee requested EVNNPT and the Project Management Boards to coordinate with communes to review the recovered land area and promptly submit it to the Department of Agriculture and Rural Development for appraisal, so that the Provincial People's Committee can submit to the Provincial People's Council for approval of the land acquisition list at the end of October 2025. Closely coordinate with relevant departments, branches and localities of the province to coordinate most smoothly with the determination to start construction of Hoa Binh 2 500kV Cutting Station in December 2025.
