In 2024, the People's Council of Ninh Binh province assigned a domestic revenue estimate of over 15,000 billion VND, of which domestic revenue excluding land use fees is over 11,000 billion VND, land use fees are 3,700 billion VND, an additional 850 billion VND compared to the ordinance estimate.
Mr. Dinh Nam Thang - Director of the Ninh Binh Provincial Tax Department said that up to now, the total domestic revenue in the province has reached nearly 14,000 billion VND, the total revenue by December 31, 2024 is estimated at 15,550 billion VND, reaching 103.6% compared to the estimate assigned by the Provincial People's Council, equal to 111.6% compared to the actual revenue in 2023.
Of which, domestic revenue excluding land use fees is estimated at VND 12,000 billion, reaching 106.1% of the estimate assigned by the Provincial People's Council, equal to 98.1% over the same period. Land use fees are estimated at VND 3,550 billion, reaching 95.9% of the estimate assigned by the Provincial People's Council, equal to 208.4% over the same period.
According to the assessment of the Director of the Ninh Binh Provincial Tax Department, Dinh Nam Thang, in 2024, the state budget revenue in Ninh Binh province has many positive signals, with 13/15 revenue items and taxes estimated to reach and exceed the estimate.
In addition to the achieved results, tax management in Ninh Binh province still has some difficulties and limitations. There are 2/15 expected revenue items that did not meet the estimate, which are revenue from foreign-invested enterprises estimated at 80.4% of the estimate and land and water surface rental revenue estimated at 85.3% of the estimate, equal to 57.2% compared to the same period.
Due to the economic situation of the whole country in general and in Ninh Binh province in particular, continuing to face many difficulties and challenges due to rising prices and financial difficulties, leading to stagnant production and business of some enterprises, limited financial resources, business losses..., leading to low revenue and profits.
In addition, the management of a large number of taxpayers, complex management areas, and uneven awareness of taxpayers' compliance with the law.
From now until the end of 2024, Ninh Binh Provincial Tax Department will focus all resources, drastically and synchronously deploy all solutions to manage tax collection, recover tax debts, prevent budget losses, strive to complete and exceed the 2024 state budget revenue estimate assigned by the Provincial People's Council at the highest level.
At the same time, continue to resolutely and effectively implement tax management, strengthen propaganda and support for taxpayers, promptly remove difficulties for businesses, create favorable conditions for businesses to develop production and business, especially businesses that account for a large proportion of revenue in the state budget balance and the trade and service sectors, creating a new breakthrough momentum for economic growth, creating a sustainable source of revenue for the state budget.
"Ninh Binh Tax Department aims to strive for the total tax debt by December 31, 2024 not to exceed 8% of the total state budget revenue in 2024. The tax and fee debt ratio does not exceed 5% of the total state budget revenue in 2024. Collect at least 80% of the tax debts that can be collected by December 31, 2023. Completely resolve tax debts that are pending adjustment and pending processing by December 31, 2023" - Mr. Thang said.
