Social housing project N01 Ha Dinh does not have a construction permit
In September 2024, Lao Dong Newspaper published information that the social housing project in the new urban area of Ha Dinh was many years behind schedule. Meanwhile, land brokers were openly advertising for sale on social networks.
Recently, Lao Dong Newspaper received an official response from the Hanoi Department of Construction on this issue.
On November 21, 2024, Deputy Director of Hanoi Department of Construction Luyen Van Phuong signed Document No. 9778/SXD-TTr on providing information related to the social housing project NO1 Ha Dinh to Lao Dong Newspaper.
The Hanoi Department of Construction said that the project's progress must be completed by the fourth quarter of 2024. However, according to the investor's project implementation status report, the project has not yet received a construction permit, has not yet started construction, and is undergoing procedures to adjust the investment policy and adjust the project implementation schedule.
Regarding the sale of the Ha Dinh social housing project, the Hanoi Department of Construction said that up to now (October 15, 2024), the Department of Construction (Department of Housing and Real Estate Market Management) has not received any request from the investor for future housing at the NO1 Ha Dinh social housing project in the Ha Dinh New Urban Area, Thanh Xuan District, Hanoi City (the N01 Ha Dinh social housing project is not yet qualified to be put into business).
“The People's Committee at the district level (where the social housing project is located) is responsible for directing the People's Committee at the commune level to establish a monitoring team to monitor and supervise the sale of social housing. Currently, the Department of Construction (Urban Development Department) has not received any feedback from the People's Committee of Thanh Tri district about the "diplomatic fund" being sold outside" - Hanoi Department of Construction emphasized.
Surveyed on November 27, reporters noted that many social networking sites were still advertising this social housing area for sale.
The investor has not yet overcome the consequences.
As presented in previous articles, in January 2024, the Department of Construction Inspectorate inspected and clarified responsibilities at the Ha Dinh new urban area project, as well as made conclusions with many requirements that need to be overcome.
According to the Inspector of the Hanoi Department of Construction, at the time of inspection, the investor did not provide the basic design drawings attached to document No. 1294/SXD-TD dated March 1, 2013. At the time of inspection, some items of the kindergarten and medical examination area had not been built.
The Inspectorate concluded that the responsibility for the delay in implementing the social housing project at land plot N01 belongs to the joint venture investor: UDIC Construction Investment Corporation - Hanoi Electricity and Water Construction Joint Stock Company, and DAC Hanoi Housing Development and Construction Joint Stock Company.
Based on clarifying the responsibilities of the parties, the Inspectorate of the Hanoi Department of Construction requested administrative handling and requested remedial measures that the investor must start construction within 30 days at the latest. The Inspectorate also recommended that the Hanoi People's Committee direct departments, branches and sectors to consider the conditions for participation of the investor of this project when they propose to participate in other projects in Hanoi.
Regarding the issue of remedying the consequences, in an official dispatch responding to Lao Dong Newspaper signed on November 21, the Hanoi Department of Construction said that, up to now, the joint venture investor has complied with the fine but has not completed the remedy measures as prescribed.
Social housing project No. 1 (UDIC Ecotower Ha Dinh) is a joint venture project between UDIC Urban Infrastructure Development Investment Corporation - One Member Limited Liability Company & Hanoi Electricity and Water Construction Joint Stock Company - Haweico & DAC Hanoi Housing Development and Trading Joint Stock Company. The total project area is 9,305m2 (1 basement + 25 floors, 440 apartments). The project is scheduled to be completed in the fourth quarter of 2024.
