Many power grid projects are stuck
On the afternoon of November 6, Minister of Industry and Trade Nguyen Hong Dien chaired a meeting with leaders of several ministries, sectors, localities, and Vietnam Electricity Group (EVN) on the implementation of power grid projects to serve the import of electricity from Laos; the synchronous power grid project to relieve the capacity of Nhon Trach 3 and Nhon Trach 4 Thermal Power Plants and the Lao Cai - Vinh Yen 500kV transmission line project.
At the meeting, representatives of leaders of Thanh Hoa, Nghe An, Quang Nam, Dong Nai, Lao Cai, Yen Bai, Phu Tho, and Vinh Phuc provinces raised some difficulties in implementing power grid projects.
For example, the Nhon Trach thermal power plant's synchronous grid project has yet to carry out site clearance compensation; the Lao Cai - Vinh Yen 500kV transmission line project has yet to prepare and approve a site clearance compensation plan.
Mr. Nguyen Anh Tuan - General Director of EVN said that many projects are currently facing difficulties in site clearance due to many reasons such as some households are not eligible for compensation; some households do not receive compensation, obstructing the wire pulling; some locations are affected by forest trees falling on the foundation. Some localities have not approved compensation and support plans for natural forest land of households.
Solutions to overcome difficulties
After listening to opinions and concluding the meeting, Minister Nguyen Hong Dien also frankly pointed out that, up to now, many tasks have not yet met the set requirements, such as the synchronous power grid projects to release the capacity of Nhon Trach 3 and 4 thermal power plants not handing over the site in October 2024 as committed by the leaders of Dong Nai Provincial People's Committee.
The 220kV Nam Sum - Nong Cong transmission line project and the 220kV Dak Ooc switching station and connection project cannot be completed in October 2024; some other specific tasks have not been completed as agreed at the previous meeting.
Therefore, to speed up the progress of important power projects in the coming time, Mr. Nguyen Hong Dien requested ministries, branches, localities, EVN and the National Power Transmission Corporation (EVNNPT) to carry out the following key tasks:
Regarding the 500kV Monsoon - Thanh My transmission line project; the 220kV switching station project and the 220kV connecting line, Minister Nguyen Hong Dien requested the People's Committee of Quang Nam province to direct the People's Committee of Nam Giang district to strengthen propaganda and mobilize 56 households in Ta Po commune and Ta Bhing commune who have cultivated land in natural forest land not to obstruct the contractor from pulling the project's wires.
For the 220kV Nam Sum - Nong Cong transmission line project, it is recommended that the People's Committee of Nghe An province direct the People's Committee of Que Phong district to promptly approve the compensation plan and support the compensation plan for 112 households with land in the safety corridor, as a basis for organizing the felling of trees to serve the project's energization before November 15, 2024.
Regarding the power grid projects to release capacity of Nhon Trach 3 and Nhon Trach 4 thermal power plants, Minister Nguyen Hong Dien requested the People's Committee of Dong Nai province to soon complete the approval of additional planning and land use plans of Nhon Trach district, as a basis for implementing procedures on compensation and site clearance.
Regarding the 500 kV Lao Cai - Vinh Yen transmission line project, Mr. Nguyen Hong Dien requested the People's Committees of Lao Cai, Yen Bai, Phu Tho and Vinh Phuc provinces to maintain the route as agreed upon by the People's Committees of the provinces, avoiding planning or approving other projects passing through the project route, leading to the need to adjust the route, affecting the completion progress as required by the Prime Minister.
On EVN's side, Minister Nguyen Hong Dien requested EVN to continue directing relevant units to coordinate with localities to urgently handle issues related to site clearance; have plans to overcome difficulties, speed up the construction of power grid projects importing electricity from Laos, ensuring the completion of all projects in November 2024.
