Electricity price regulations for tenants
Currently, the electricity price for tenants for domestic purposes has been clearly regulated in many circulars of the Ministry of Industry and Trade and there are instructions for landlords and tenants to implement. The content of the regulation for the buyer of electricity for domestic purposes of tenants for residential purposes applies as follows:
a. At each rental address, the electricity seller only signs a single electricity purchase contract. The landlord is responsible for providing information about the tenant's residence at the location of electricity use.
b. For households renting: The landlord directly signs the electricity purchase contract or authorizes the renting household to sign the electricity purchase contract (with a commitment to pay the electricity bill), each renting household is calculated a quota.
c. In case of renting a house to students and workers (the tenant is not a household):
- In case the tenant has a rental contract of 12 months or more and has temporary residence registration, the landlord directly signs the electricity purchase contract or the tenant's representative signs the electricity purchase contract (with the landlord's commitment to pay the electricity bill);
- In case the rental contract is less than 12 months and the landlord does not fully declare the number of electricity users, the retail price of household electricity of level 3 will be applied: From 101 - 200kWh for the entire electricity output measured at the meter.
In case the homeowner fully declares the number of people using electricity, the Electricity Seller is responsible for providing the quota to the homeowner based on the temporary residence book or temporary residence confirmation document of the local police agency. Every 4 people are counted as one household using electricity to calculate the quota applied to the retail price of household electricity.
The calculation is as follows: one person is counted as 1/4 of the standard, two people are counted as 1/2 of the standard, three people are counted as 3/4 of the standard, four people are counted as one standard. When there is a change in the number of tenants, the landlord is responsible for notifying the electricity seller to adjust the standard for calculating the electricity bill.
EVNSPC actively guides landlords to comply with regulations
In order to ensure that students and workers who rent houses are entitled to the retail electricity price in accordance with regulations, the power companies under EVNSPC have regularly instructed landlords to implement the regulations on how to calculate electricity bills for tenants. At the same time, they have stepped up propaganda work so that landlords and tenants understand the State's regulations on electricity prices for tenants.
Electricity companies also publicly post at their headquarters and customer transaction points regulations, procedures and methods for calculating electricity prices for tenants, regularly participate in working groups of the Department of Industry and Trade, local authorities, and police forces to regularly inspect the collection of electricity bills from households renting houses in their management areas... However, there are still many landlords who collect electricity bills from tenants at high prices, from 3,000-5,000 VND/kWh.
