Hanoi strengthens management solutions to stabilize prices of raw materials, fuels and construction materials; and at the same time accelerates the progress of site clearance and construction of important national projects and key transport sectors.
Vice Chairman of Hanoi People's Committee - Mr. Nguyen Xuan Luu has just signed and issued Official Dispatch No. 1276/UBND-ĐT on implementing the Prime Minister's direction in Official Dispatch No. 25/CD-TTg (March 21, 2026) related to strengthening management solutions, stabilizing prices of raw materials, fuels, and construction materials; removing difficulties and obstacles, accelerating site clearance and construction of important national projects and key transport sector projects.
Accordingly, the Hanoi City People's Committee assigned departments and branches including: Industry and Trade, Agriculture and Environment, Construction, Hanoi City Police; People's Committees of communes, wards and related units to implement the Prime Minister's direction at point a, Section 2 of Official Dispatch No. 25/CD-TTg.
Specifically, the Department of Industry and Trade, the City Police, and the People's Committees of communes and wards strengthen inspection and supervision of compliance with the law on construction material prices; resolutely handle and fight against acts of speculation, hoarding goods, raising prices, market manipulation or taking advantage of market fluctuations to unreasonably increase prices, and providing inaccurate information causing market disruption. At the same time, review and synthesize the demand for raw materials and fuels for construction, prioritizing ensuring supply for key national projects and urgent civil works.
The Department of Agriculture and Environment shall preside over and coordinate with relevant units to review the reserves of ordinary mineral and construction material mines to accelerate the issuance of operating licenses and increase exploitation capacity.
The Department of Construction promptly announces material prices and construction price indexes monthly or earlier when necessary. For materials with abnormal fluctuations due to risks from fuel prices, it is necessary to make timely announcements so that units have a basis to prepare and adjust estimates, meeting the requirements of construction contract management.
The Department of Construction presides over and coordinates with departments: Industry and Trade, Finance and related units to closely monitor fluctuations in gasoline and oil prices, construction material prices; assess the impact on total investment and capital resource availability of construction investment projects, especially key national projects. At the same time, assess factors affecting construction contracts, especially package contracts and fixed unit price contracts.
The Department of Agriculture and Environment focuses on implementing procedures related to licensing the exploitation and capacity increase of conventional construction material mines according to specific mechanisms, in order to ensure the source of roadbed filling materials for the Ring Road 4 - Capital Region Project; prioritizing the supply of materials for this project.
