The Ministry of Agriculture and Environment urgently reviews and removes obstacles in mechanisms and procedures in licensing exploration and exploitation of minerals for ordinary construction materials.
Early complete the adjustment of mineral planning; coordinate with the Ministry of Construction to direct, urge, and guide localities to accelerate licensing procedures and increase mine capacity according to specific mechanisms issued by the Government and the National Assembly.
The Ministry of Industry and Trade directs functional market management agencies to strengthen inspection, promptly detect and handle acts of speculation, hoarding goods, unreasonable price increases of construction materials; thoroughly handle construction materials of unknown origin, counterfeit goods, fake goods, and poor quality goods.
