Vice Chairman of the City People's Committee Duong Duc Tuan has just signed and issued Official Letter No. 5659/UBND-DT dated October 20, 2025 on strengthening solutions to stabilize prices and update the announcement of construction material prices in the City.
Accordingly, in order to implement the Prime Minister's direction in Official Dispatch No. 85/CD TTg on strengthening solutions to stabilize prices of construction materials, based on the report in Document No. 13700/SXD-KTXD of the Department of Construction, the City People's Committee agreed on the content, reported to the Department of Construction's proposal, assigned departments and branches to urgently implement the contents in the above Document of the Department of Construction. In which:
The Department of Construction shall preside over the development of a Coordination Regulation between the Departments of Construction, Finance, Industry and Trade, Agriculture and Environment, People's Committees of communes, wards and organizations and individuals in providing information and synthesizing and announcing construction material prices of the City, collecting opinions and reaching consensus among units to submit to the City People's Committee for signing and promulgation as a basis for implementation.
Review and propose to the City People's Committee to approve the location of the material storage yard such as: roadbed excavation soil, roadbed excavation soil, asphalt concrete road surface, broken bricks... Propose a plan to invest in machinery and equipment for materials recycling technology to take advantage of available material sources.
The Department of Agriculture and Environment surveyed and assessed the overall status of the quality and reserves of material mines. Develop a plan for mineral exploration and exploitation. Develop a plan to exploit material and mineral mines to supplement the supply of materials for key projects.
Timely extend exploitation for mines that have expired according to the licensed to the units. Add exploitation output (if eligible) to units that have exploited enough output according to the granted license.
Synthesize the demand for using minerals as common construction materials of key projects in the 2025-2030 period to report to the City People's Committee to submit to the Government on specific mechanisms in licensing the exploitation of minerals as common construction materials for mines as well as being exploited at mines in neighboring provinces of Hanoi to provide for the City's Key Construction Investment Project.
The Department of Industry and Trade strengthens inspection, promptly detects and handles market manipulation, speculation, hoarding, unreasonable price increases of construction materials, thoroughly handles construction materials of unknown origin, counterfeit goods, and poor quality goods.
The Department of Finance inspects, supervises, monitors, urges, closely follows market developments, proactively has solutions according to its authority. Control price declaration and listing, ensure publicity and transparency.
Hanoi City Tax in coordination with the Department of Construction provides information on the selling prices of construction materials of organizations and individuals trading in construction materials as a basis for determining material prices announced monthly and quarterly.
Hanoi City Police directed professional departments to monitor, check, and verify information of units, organizations, and individuals involved in trading and trading materials that intentionally provide dishonest information on material prices, issue invoices that are not in accordance with material prices (if any)...
The specialized Construction Investment Project Management Boards under the City (Investors) when establishing projects need to direct consulting units to conduct surveys and calculations on the volume and supply of construction materials elsewhere (outside the City) to establish a total investment and estimate the project to overcome the large difference in material prices in the estimate and actual prices on the market.
When implementing the project, it is necessary to direct the Consulting unit to survey and evaluate the mechanical indicators of the roadbed excavation and roadbed as a basis for using land that is eligible for embankment in the project under construction.
When implementing project preparation and construction drawings, based on the geological survey data of the project, it is necessary to study and propose different design options, thereby comparing the optimal option (economic - technical option) for the roadbed design solution ( limit digging and replacing with new materials to compensate).
