Voters in Cau Giay ward proposed that the city consider a plan to clear Nha Xanh market area (Cau Giay ward) to ensure fire safety, firefighting, environmental sanitation and urban beauty in the area.
Answering voters' petitions, the Hanoi People's Committee said that Nha Xanh market (Cau Giay ward) is a grade 3 market approved by the Hanoi People's Committee in Decision No. 4176/QD-UBND dated August 27, 2010; and is also identified in the Planning of the wholesale and retail network in the city according to Decision No. 5058/QD-UBND dated November 5, 2012.
Cau Giay District People's Committee (old administrative unit) issued Decision No. 20/QD-UBND dated January 10, 2014, approving the plan for arranging and arranging business lines and Decision No. 1798/QD-UBND dated July 30, 2018, approving the Market Operating Regulations.
According to the report of Cau Giay Ward People's Committee, the market plays an essential role in supplying goods and necessities to people in the area, students and neighboring areas; creating jobs and stable income for many small traders, contributing to ensuring social security in the locality.
Regarding market management, grade 3 markets are under the management authority of ward-level People's Committees.
Currently, Cau Giay Ward People's Committee has assigned the Ward Investment - Infrastructure Project Management Board to directly manage and exploit the market.
The Department of Industry and Trade has Official Dispatch No. 1425/SCT-QLTM dated February 16, 2026, requesting the Cau Giay Ward People's Committee to strengthen directing functional units to regularly inspect and supervise fire prevention and fighting, security and order, environmental sanitation; promptly handle violations, especially the situation of encroachment on roads and sidewalks causing urban unsightliness and traffic congestion in the market area.
The City People's Committee said that the relocation and clearance of the market will be considered and implemented synchronously with the project to expand Phan Van Truong street according to the city's plan.
During the time before the project is implemented, the City People's Committee requests the Cau Giay Ward People's Committee to be responsible for continuing to manage and exploit the market in accordance with regulations.
Along with that, strictly ensure the requirements on fire prevention and fighting, security and order, environmental sanitation and urban order; thoroughly handle the situation of encroachment on roads and sidewalks.
Review and update planning plans, arrange market networks in the area according to the guidance of the Department of Industry and Trade, ensuring compliance with people's needs and local real conditions.
According to the report of Cau Giay Ward People's Committee, through reviewing the existing public land fund, there is no longer suitable land fund in the area to propose a new market construction location or arrange temporary business gathering points for small traders to serve relocation work.
In the coming time, Cau Giay Ward People's Committee plans to deploy investment in the construction of Phan Van Truong street (section from Xuan Thuy street to the Museum of Chemistry) and the road connecting from alley 87 Nguyen Phong Sac to Phan Van Truong street; and has also issued a document proposing the City People's Committee to consider assigning the task of investor to study and implement the project according to the 5-year medium-term public investment plan 2021-2025 and the orientation of building the 5-year medium-term investment plan 2026-2030.
In addition, Cau Giay Ward People's Committee has developed a Market Development and Management Plan for the period 2026-2030 and 2026, which proposes to renovate and upgrade Cau Giay market for the period 2026-2028.
After completing the renovation, the Ward People's Committee will develop a plan and roadmap to arrange and arrange business households appropriately, ensuring business stability for small traders and social security in the area.
