The forum is organized with the goal of connecting the winter agricultural product value chain in a more efficient and sustainable way. By strengthening the link between production areas and farmers, cooperatives and distribution enterprises, the program aims to reduce production costs, limit post-harvest losses, and improve the efficiency of goods circulation.
Speaking at the opening of the forum, Ms. Luong Thi Kiem, Deputy Director of the Department of Agriculture and Environment of Hai Phong, said that after the merger, Hai Phong will become a large-scale port city, converging all 3 pillars of strong production - large consumption - convenient international logistics. The above 3 factors create a special double advantage, helping Hai Phong not only develop large-scale commodity agriculture but also have favorable conditions to organize the consumption, processing and export of agricultural products effectively and sustainably.
In 2025, Hai Phong will continue to develop winter crop production in the direction of concentrated goods, linked to the market and linked value chains. The whole city produces about 29,500 hectares of winter crops with a total agricultural output of about 770,000 tons. The winter crop production has formed many concentrated and large-scale commodity production areas, applying the VietGAP process, with a collective brand, gradually meeting the increasingly high requirements of the market. The total output of winter agricultural products of the whole city is about 1 million tons.

Delegates attending the forum also discussed the contents of connecting the purchase of winter products from rice fields to supermarkets; demand and consumption preferences of winter agricultural products during the Lunar New Year; application of AI and digital transformation in promoting and trading agricultural products.
Ms. Nguyen Thi Thu Huong, Deputy Director of the Department of Crop Production and Plant Protection, assessed that the forum fully reflects the practice of winter agricultural product production and consumption, while clearly demonstrating the change in the thinking of farmers and businesses towards the market, quality and high segment.

To effectively serve the Tet market, the Deputy Director of the Department of Crop Production and Plant Protection noted to closely monitor the seasons, flexibly adjust the area according to market signals, review the crop structure according to the harvest groups before, near and after Tet. Along with that, promote market connectivity, especially towards markets with Lunar New Year such as China, Korea, Taiwan (China), Singapore.
The Department of Crop Production and Plant Protection will continue to accompany Hai Phong and the Northern localities, supporting farmers, cooperatives and businesses to remove obstacles, promote the development of winter crop production in terms of scale, value and sustainability.
