Accordingly, the Chairman of the Hai Phong City People's Committee requested departments, branches and units to conduct a thorough review, propose to reduce and simplify regulations and administrative procedures related to investment, production, business activities and people's lives; ensure a reduction of at least 30% of administrative procedure processing time, at least 30% of business costs; abolish 30% of unnecessary business conditions; implement administrative procedures related to businesses in the electronic environment, ensure smoothness, seamlessness and efficiency.
The proposal document must be sent to the City People's Committee Office before June 30, 2025 for synthesis, submission to the Chairman of the City People's Committee for approval of the simplification plan and report to the Government Office according to regulations.
Assign the City People's Committee Office to coordinate with Departments and branches to continue to promptly, fully and accurately publish and publicize information on administrative procedures on the national database on administrative procedures; fully publicize internal administrative procedures according to the instructions of the Government Office and review and simplify to ensure the goals and requirements in Decision No. 1085/QD-TTg dated September 15, 2022.

Assign the Department of Finance to preside over and coordinate with relevant Departments, branches, sectors and units to review, propose and report to the City People's Committee to completely resolve the problems and recommendations of enterprises that have been listed in the notices of conclusions of the Government Standing Committee and the Prime Minister at conferences and working sessions with domestic and foreign enterprises in March 2025.
