On March 5, the Government issued Decree 68/2026/ND-CP regulating tax policies and tax management for business households and individual businesses.
Accordingly, business households and individual businesses need to clearly understand the principles of tax declaration, tax calculation and invoice use. Notably, Clause 5, Article 8 stipulates the use of invoices, stating clearly:
a) Business households and individual businesses with annual value-added tax revenue of 1 billion VND or more must apply electronic invoices with codes from tax authorities, electronic invoices created from cash registers with data connection with tax authorities.
In case business households and individual businesses have multiple business locations, the tax code of business households and individual businesses is used for all stores and the address of each business location must be clearly stated on the invoice.
b) Business households and individual businesses with annual value-added tax revenue of over 500 million VND and under 1 billion VND are not required to use electronic invoices with codes from tax authorities or electronic invoices created from cash registers with data connections with tax authorities.
In case of meeting the conditions and having a need to use electronic invoices, register to use electronic invoices with codes from tax authorities or electronic invoices generated from cash registers with data connections with tax authorities.
In case business households and individual businesses do not register to use electronic invoices and have a need to use electronic invoices, they must declare and pay taxes before being issued electronic invoices with the tax authority's code according to each time a transaction of selling goods or providing services occurs.
c) Business households and new business individuals under Article 9 of this Decree or business households and business individuals with value-added tax revenue in the previous year not reaching 1 billion VND but in the tax year with value-added tax revenue from 1 billion VND or more must apply electronic invoices with codes from tax authorities or electronic invoices initiated from cash registers with data connection with tax authorities.
Business households and individual businesses register to use electronic invoices within 30 days from the last day of the tax period with accumulated value-added tax revenue of 1 billion VND or more.
Thus, business households and individual businesses with value-added tax revenue of less than 500 million VND/year are not required to use electronic invoices with codes from tax authorities or electronic invoices generated from cash registers with data connections with tax authorities.
