The Ministry of Finance has drafted a Decree regulating the declaration, calculation of taxes and tax deductions, and use of electronic invoices by business households and individual businesses.
Notably, business households and individuals with annual revenue of VND 1 billion or more must apply electronic invoices with codes of tax authorities, electronic invoices generated from cash registers with data connection to tax authorities according to the provisions of Clause 8, Article 1 of Decree 70/2025/ND-CP dated March 20, 2025 of the Government.
The order and procedures for registering to use electronic invoices and electronic invoice registration forms are implemented according to the instructions of the Ministry of Finance.
Business households and individuals with annual revenue of VND1 billion or more and enterprises with sales of goods and service provision.
Including selling goods, providing services directly to consumers (commercial centers; supermarkets; retail (except for cars, motorbikes, motorbikes and other motor vehicles); food; restaurants; hotels; passenger transportation services, services directly supporting road transport, artistic services, entertainment, film screenings, and other personal services according to regulations on the Vietnam Economic System) using electronic invoices generated from pre-connected computers to transfer electronic data to tax authorities.
Tax authorities encourage voluntary registration, support digital platforms, use training, organize the implementation of usage instructions, and create favorable conditions for business households and individuals to comply with regulations.
The 1 billion VND threshold comes from Decree 70/2025/ND-CP (effective from 1.6.2025), which has classified large business households (households over 1 billion VND/year) to apply compulsory invoices, not applicable to all scales.
In previous stages, the application of electronic invoices for business households has been implemented step by step. First of all, Decree 123/2020/ND-CP allows eligible business households to register to use electronic invoices, and stipulates the roadmap for gradually switching from paper invoices to electronic invoices, etc.
Along with that are electronic invoice pilot programs initiated from cash registers in some localities such as Hanoi, Ho Chi Minh City, Hai Phong, mainly focusing on large-scale enterprises and business households.
This period shows a large gap between the group of enterprises with digital infrastructure, accounting staff and the group of small business households, who are used to using paper invoices or even do not make invoices. Therefore, the specialized agency has redesigned the roadmap, clearly classified according to the revenue threshold and added an incentive and support mechanism instead of applying it simultaneously to all business households.
