The Ministry of Finance issued Official Letter No. 13414/BTC-QLCS to provide additional guidance on the general inventory of public assets at agencies, organizations, units and infrastructure assets invested and managed by the State. This is an important next step to realize the resolutions and decisions of the National Assembly and the Government on public asset management, practicing thrift and combating waste.
Supplementing public asset inventory indicators
The Ministry of Finance requested to update additional inventory indicators to assess the status of public asset use. Accordingly, assets will be classified according to the following statuses:
- Still usable and used for the right purpose.
- Still usable but not for the intended purpose.
- Still usable but not in use.
- Broken, unusable.
This information will be the basis for developing treatment plans, thereby improving the efficiency of using public assets.
Adjust inventory forms and scopes
Notable changes in the inventory form:
- Assets such as "inland waterway signals" are calculated by "system" instead of "piece/set".
- Exclude inventory indicators for areas such as "reburial areas, spiritual areas", "resettlement areas, residential areas".
Some assets managed by the People's Committee at the commune level such as memorial houses, children's playgrounds, and public flower gardens are not subject to inventory.
Application of technology in inventory
The Ministry of Finance has deployed the General Inventory of Public Assets Software at kktsc.mof.gov.vn, providing online support for the entire process from data entry to reporting. Units have been trained and practiced on the software with the deadline: Complete training before December 15, 2024.
Practice data will be deleted before December 23, 2024 in preparation for official operation from January 1, 2025.
Adjust and update unit catalog
Ministries, agencies, and provincial People's Committees are granted administrative accounts to adjust the unit list in the software and create accounts for newly created units. The Ministry of Finance requires written notification of these changes to ensure consistency and accuracy.
The Ministry of Finance emphasizes that the units conducting the inventory must be responsible for the accuracy of the reported data. Any problems during the inventory process can be reported directly to the responsible officer or in writing for timely handling.
This additional guidance is an important step towards improving the efficiency of public asset management, contributing to building a transparent, economical and sustainable financial system.
