Concluding the meeting, the Prime Minister emphasized that 2025 is of special importance, especially the year when the entire political system is determined to effectively implement and exceed the socio-economic goals set for 2025 and the entire 13th National Congress term, to bring the country into a stronger and faster acceleration phase.
Therefore, emulation and reward work needs to be carried out better with the spirit of "whatever is not done well must be overcome to do it well; what is done well must be more determined, make greater efforts, act more decisively and effectively" and encourage the spirit of daring to think, daring to do, daring to take responsibility for the common good.
In that spirit, the head of the Government emphasized that emulation and reward work must absolutely not be formal or perfunctory, but must be practical and effective.
The Prime Minister requested to promote patriotic emulation movements, launch peak emulation campaigns, make achievements to celebrate major holidays, important political events of the Party, the country, the nation, to welcome Party Congresses at all levels and the 14th National Congress, the 11th National Patriotic Emulation Congress...
In particular, launching the movement "The whole country competes in innovation and digital transformation, contributing to bringing the country to rise up in the era of wealth and prosperity".
Focus on solving key and urgent requirements and tasks, especially urgently and effectively implementing the "revolution to streamline the apparatus of the entire political system" in the spirit of Resolution No. 18-NQ/TW, ensuring science, following a roadmap, appropriate and effective steps, associated with streamlining the payroll, restructuring and improving the quality of the staff, civil servants and public employees, with a spirit of unity of will to act and work together.
The Prime Minister emphasized the task of completing the plan to organize the Patriotic Emulation Congresses at all levels and sectors towards the 11th Patriotic Emulation Congress to ensure practicality, effectiveness, and the right purpose and requirements.
The Prime Minister pointed out that the 11th National Patriotic Emulation Congress must be successfully organized, so that it can truly be a Congress to honor outstanding examples nationwide, and to crystallize the achievements of patriotic emulation movements.
At the same time, continue to launch more widely patriotic emulation movements in the period of 2026-2030, creating strong spread, momentum, and outstanding marks of the country in the new era - the era of rising up, becoming rich and prosperous.
The Head of Government noted to promote propaganda for collectives and individuals with outstanding achievements, focusing on promoting typical examples in "Studying and following Ho Chi Minh's ideology, morality and lifestyle", preventing and fighting corruption, practicing thrift and fighting waste.
Promote typical examples with excellent achievements in labor, production, study and work; carry out commendation work well, ensuring timeliness, publicity and transparency.
The Prime Minister emphasized the need to promote the role and responsibility in advising Party committees and authorities in leading and directing the implementation of emulation and reward work, especially the role and responsibility of leaders in emulation and reward work.
Promote decentralization and delegation of authority associated with resource allocation, promote the responsibility of leaders, improve staff capacity and promote the application of information technology, digital transformation, and administrative procedure reform in leadership and organization of emulation and reward work in ministries, branches and localities.
