Information at the Conference on summarizing tax work in the first 6 months of the year, deploying tasks for the last 6 months of 2025 organized by the Tax Department on the afternoon of July 10, a representative of the Tax Department said that the total state budget revenue in the first 6 months of the year is estimated at VND 1,180,967 billion, equivalent to 68.7% of the estimate, up 38.1% over the same period in 2024. Of which, crude oil revenue reached VND24,668 billion; domestic revenue is estimated at VND1,156,299 billion.
Notably, 16/19 major tax revenue and revenue items have grown, 20/20 Regional Tax Departments recorded higher revenue levels than the same period. With the new apparatus model of 34 provinces and cities officially operational from July 1, 2025, there are up to 31 localities with budget collection progress reaching over 55% of the estimate and 33 localities with growth compared to the same period. Some typical provinces include Hanoi, Hai Phong, Bac Ninh, Dong Nai, Hung Yen, Thanh Hoa.
To achieve positive budget revenue results, the tax sector has synchronously promoted many strategic solutions. From propaganda, support, tax declaration management, refund to inspection, examination and tax debt enforcement, all activities are aimed at the principle of correct, sufficient, timely, fair and transparent collection.
Taxpayer support work has been modernized, including electronic invoices, automatic tax refunds and publicization of the list of support staff contributing to creating public and transparent administration. The automatic personal income tax refund process according to Decision 108/QD-TCT is effectively operated: in the first 6 months of the year, the tax authority received more than 870,000 declarations, with more than 269,000 dossiers eligible for automatic refund, the total estimated refund value reached 1,253 billion VND.
With value-added tax, 9,250 tax refund decisions have been issued with a total amount of more than VND 74,000 billion, an increase of 17% over the same period. The rate of businesses electronically declaring taxes reached 99.4%, with more than 9.7 million records received.
In inspection and examination work, the tax sector conducted 26,290 inspections in the first 6 months of the year, reaching 39.1% of the annual plan and increasing by 9.2% over the same period. The total amount of money recommended for handling reached VND28,430 billion, of which the tax increase was VND8,314 billion; the deduction was VND1,190 billion and the loss was VND18,925 billion.
Tax debt collection has also achieved many positive changes thanks to the application of technology, automation and increased sanctions. The total amount of debt collected in the first 6 months of the year reached VND43,109 billion, of which nearly VND2,000 billion was implemented by enforcement measures.
Recently, the tax sector has been accompanying business households in converting from contract to declaration, in accordance with the principle of "self-declaration, self-payment, self-responsibility". This is an important step in the process of tax management reform, ensuring fairness and transparency in policy implementation.
Conditions from institutions, data, technology and support solutions are being prepared synchronously by the tax sector, to ensure the implementation roadmap from January 1, 2026 takes place smoothly.
From the results achieved in the first half of the year, the tax sector continues to set a target of budget revenue growth of over 15% in the last 6 months of the year, contributing to the successful implementation of socio-economic development tasks in 2025.
