Control disbursement progress weekly
According to a report by the Department of Finance of Khanh Hoa province, as of August 28, the province has disbursed 8,585,761 billion VND of public investment capital, reaching 54.51% of the plan assigned by the Prime Minister. If not including 5% savings in development investment spending, the disbursement rate reached 56.93%.
This result is still higher than the national average of 51.9%. However, the disbursement rate in August showed signs of slowing down, making the pressure to complete the target of 75% by the end of Q3 increasing.

According to the Department of Finance, the main bottlenecks lie in compensation and site clearance; determining the origin of land; preparing resettlement plans; the supply of construction materials and the construction capacity of some contractors.
To achieve the target of disbursing 75% by September 30th, Khanh Hoa needs to disburse an additional VND 3,500 billion in September.
At the meeting on public investment disbursement, leaders of the Provincial People's Committee requested localities and departments to shift from a general monitoring mechanism to detailed weekly and project-by-project control. The progress of site handover and actual construction volume will be used as a basis for evaluating the level of task completion of units.
The province sets progress milestones until September 15, the disbursement rate must reach 62-64%; September 20 reach 66-68%; September 25 reach 72% and by September 30 reach at least 75%.
Focus on thoroughly handling backlog dossiers
In site clearance work, local leaders requested the Khanh Hoa Land Fund Development Center to coordinate with localities to focus on thoroughly handling backlog dossiers.
The areas required to focus include the wards of South Nha Trang, North Nha Trang, East Ninh Hoa, Tay Nha Trang and the communes of Dien Khanh, Khanh Son, Khanh Vinh.
The goal is to complete 100% of site handover for key projects right in September. When there is a site, the investor must coordinate with the contractor to organize rolling construction, avoiding the situation where the site is handed over but the project is still slow to deploy.
For projects that do not meet the committed progress in mid-September, the Department of Finance will coordinate with the Department of Home Affairs to advise the Provincial People's Committee to organize a review of the responsibilities of each unit. Projects that are behind schedule and unable to absorb capital will be considered for capital transfer to projects with better construction progress.
According to Chairman of Khanh Hoa Provincial People's Committee Nguyen Viet Hung, from now until the end of September is a decisive period for the disbursement of public investment capital. Therefore, it is required that departments, branches, localities and investors focus highly and unanimously remove bottlenecks, especially focusing on handling obstacles in site clearance.
Difficulties under the authority of which agency or unit must be proactively resolved immediately, without shirking or avoiding, affecting the project progress.
Heads of agencies, units and localities must be directly responsible for the assigned tasks and the results of public investment capital disbursement. The progress of site clearance, construction and disbursement will be important criteria for evaluating the results of task implementation.
Through reviewing 18 projects that are within the 90-day peak program for site clearance of key and dynamic projects in the area, the Khanh Hoa Land Fund Development Center assessed that 9 projects continue to have the ability to ensure progress, and 9 projects were proposed to adjust the implementation time.
