In August 2025, Khanh Hoa Provincial Party Committee issued a plan to implement Resolution No. 68-NQ/TW of the Politburo on private economic development.
According to the plan, by 2030, the whole province strives to have 35,000 operating enterprises, the private economic sector will grow by an average of 12-14%/year, contributing about 60-65% of GRDP and over 65% of total budget revenue.
This area will also create jobs for 85-87% of workers, with labor productivity increasing by an average of 12-14%/year.
Khanh Hoa aims to be in the top 10 localities nationwide in terms of technology level, innovation and digital transformation.
By 2045, the province strives to have at least 55,000 operating enterprises, a rapid, strong, sustainable private economy, participate deeply in the global value chain and be competitive domestically, regionally and internationally.
To achieve the goal, Khanh Hoa Provincial Party Committee has identified many key tasks: innovating thinking, unifying awareness and action, arousing development aspirations; strengthening the leadership role of Party committees, unifying the management of the government; considering private economic development as a regular task.
The province also emphasized institutional reform, ensuring ownership rights, freedom of business and equal competition; continuing to strongly improve the investment environment, striving to have PCI, PAR Index, DTI and competitiveness indexes of Khanh Hoa in the top 10 provinces nationwide by 2030.
At the same time, the province will promote digital transformation, transparency, and automation of administrative procedures, especially in land, investment, construction, and taxes; strictly handle acts of harassment and corruption.
In addition, the action plan also focuses on creating conditions for private enterprises to access high-quality land, capital, and human resources; encourage credit institutions to meet the needs of new technology investment capital; develop human resources associated with innovation.
The province proposed to establish an innovation center to support startups, connect private enterprises with state-owned and FDI enterprises, and attract large corporations to develop small and medium enterprises.
Khanh Hoa Provincial Party Committee also promotes business ethics, social responsibility and creates conditions for entrepreneurs to participate in governance, contributing to the common development.
