On August 17, the People's Committee of Sa Pa Ward, Lao Cai Province, in coordination with the Lai Chau Province Traffic Construction Investment Project Management Board, held a ceremony to announce and publicize the implementation of the Hoang Lien Pass Road tunnel Project connecting the Sa Pa area with Tam Duong (Lai Chau Province).
Accordingly, the project has a total length of about 8.8 km, of which the main tunnel is 2.63 km long, the secondary tunnel is 2.65 km long, and will be implemented in the 2023-2027 period.
When completed, the project will replace the 22 km most dangerous mountain pass on National Highway 4D, shortening travel time from 50 - 120 minutes to about 11 minutes.


This is a project of special significance, opening up opportunities to promote trade between Lao Cai - Lai Chau, connecting the region with the Noi Bai - Lao Cai Expressway, while creating momentum for the development of services, logistics, tourism and import and export of goods through international border gates.
At the announcement ceremony, the majority of households expressed their agreement and support for the project, however, people also petitioned: The site clearance milestone must be done publicly, witnessed by related households and authorities.



In addition, there needs to be a specific plan to ensure a residential access, not affecting daily life and production; for the area of land temporarily recovered to serve construction, people do not need compensation but only request that it will be returned to the people later when the project is completed.
Mr. Nguyen Phuoc Toan, Vice Chairman of Sa Pa Ward People's Committee emphasized: The marking will be implemented clearly and specifically, with a notice schedule for each household so that people can directly witness; at the same time, it is necessary to ensure a safe path for people throughout the construction process.
In particular, marking will also calculate the appropriate harvest time of agricultural products, avoiding affecting the people's crop.




Accepting the opinions, the investor's representative also discussed, clarified and agreed on the plan with the government and people of Sa Pa ward.
With the consensus of the people and close coordination between the parties involved, the project promises to soon become a strategic connecting route, contributing to promoting the socio-economic development of the Northwest region.
The project is expected to start construction in the fourth quarter of 2025 and be completed in 2027.
The project has a total investment of VND 3,300 billion, of which construction cost is VND 2,229 billion and equipment cost is VND 258.7 billion. The estimated investment capital is from the central budget of VND2,500 billion and the Lai Chau provincial budget of VND710 billion, other capital is VND90 billion.
