In February 2025, the authorities of Khanh Hoa province reviewed the difficulties and problems of 9 non-budgetary investment projects in the renewable energy sector.
Khanh Hoa province has also reported to the Ministry of Industry and Trade and the Prime Minister about the difficulties and problems of the projects and proposed to resolve them.
There are currently 9 solar power projects deployed in Khanh Hoa with a total capacity of 580.6 MWp. Of the total 9 projects, 6 projects have been energized before June 30, 2019 with a total capacity of 275.6MWp.
The remaining 3 projects will be energized before December 31, 2020 with a total capacity of 305 MWp.
According to Inspection Conclusion No. 1027 of 2023 of the Government Inspectorate, there are still some shortcomings and deficiencies in the implementation of solar power projects in Khanh Hoa.
After the inspection conclusion, Khanh Hoa reported and asked for the Government Inspectorate's opinion on the problems of the above projects but has not yet received a response.
Currently, there are a number of solar power projects mentioned in Inspection Conclusion No. 1027 that are temporarily connected, not yet converted to the main connection plan according to the power plan previously approved by the Ministry of Industry and Trade.
In addition, the main connection plans for these solar power projects have not been updated in the Khanh Hoa Provincial Planning for the period 2021-2030 (approved by the Prime Minister in Decision No. 318 of 2023).
In 2024, the People's Committee of Khanh Hoa province has proposed that the Central Power Corporation consider and temporarily extend the connection during the implementation of the procedures for transferring the connection to the main connection plan according to the approved power plan.
Up to now, Khanh Hoa has proposed and requested the Ministry of Industry and Trade and the Government to allow solar power projects in Khanh Hoa province to be implemented according to the main connection plan previously approved by the Ministry of Industry and Trade (according to individual decisions).
In the process of adjusting the Khanh Hoa Provincial Planning for the period 2021-2030, Khanh Hoa province will update the main connection plan of solar power projects according to the power plan approved by the Ministry of Industry and Trade.
A series of billion-dollar solar power projects were "whistled"
9 solar power projects in Khanh Hoa include the Central Power Company (not yet completed land procedures for the entire project area); Cam Lam VN Solar Power Plant (used but still stuck in planning); KN Cam Lam Solar Power Plant of Cam KN Lam Company Limited; Quang Hoa Solar Power Plant (there are still 12,000m2 of land that have not been compensated for site clearance).
In addition, there are a number of other names on the list of 9 projects such as Song Giang Solar Power Plant; Tuan An Solar Power Plant; Trung Son Solar Power Plant; KN Van Ninh Solar Power Plant.
Also in 2023, Khanh Hoa province reported and provided documents related to 9 above-ground power projects connecting to the grid in the province according to the request of the Investigation Security Agency - Ministry of Public Security.
Regarding solar power violations, many departments and branches of Khanh Hoa province have organized reviews of related individuals.
