On September 3, information from Khanh Hoa Provincial People's Committee said that the locality has just requested the Department of Culture, Sports and Tourism, Provincial Police, Khanh Hoa Tax Department, Provincial Market Management Sub-Department and People's Committees of communes, wards, and special zones to coordinate in propagating and inspecting the use of foreign currency in the area.
In which, it is requested that relevant units widely disseminate information to establishments trading in goods and services serving tourism.
The key content is that business establishments are not allowed to advertise, list, or pay for goods and services in foreign currencies contrary to legal regulations; are not allowed to buy, sell, or exchange foreign currencies illegally.
State management agencies are required to strengthen inspection and supervision of business operations, especially establishments trading in goods and services serving tourists and travel service businesses.
During the inspection and examination process, if violations are detected, the Provincial Police, Khanh Hoa Tax Department, Market Management Sub-Department and People's Committees of communes and wards shall handle them according to their authority or proactively coordinate with SBV Branch Region 10 to handle them according to regulations.
Previously, SBV Branch Region 10 also reminded people and businesses trading in goods and services serving tourism in Khanh Hoa about complying with regulations related to foreign exchange.
For foreign currency exchange activities, licensed agents must operate within the correct scope of operation.
Foreign exchange agents are allowed to use Vietnamese Dong to buy foreign currency in cash from individuals but are not allowed to sell foreign currency in cash to individuals, except for agents located in the quarantine area at the International Passenger Terminal, Cam Ranh International Airport.
Agents must hang signs of authorized commercial banks in easily recognizable locations. Travel businesses granted certificates of registration of foreign currency exchange agents are only allowed to transact with tourists at the registered location, and are not allowed to arbitrarily organize foreign currency exchange at other locations.
Currently, Khanh Hoa has 61 foreign currency exchange agents licensed by the SBV Regional Branch 10. People and tourists who need to sell foreign currency are advised to go to transaction points of commercial banks or legal foreign currency exchange agents, with signs clearly showing the authorized bank and the agent's name.
According to Decree 340/2025/ND-CP dated December 25, 2025 of the Government, the act of advertising and listing prices of goods and services in foreign currencies not in accordance with regulations may be fined 30-50 million VND for individuals and 60-100 million VND for organizations.
The act of paying for goods and services in foreign currency against regulations may be fined up to 200 million VND, depending on the transaction value.
Individuals buying and selling foreign currency together or transacting at unlicensed organizations may be fined up to 100 million VND; organizations buying, selling, and exchanging foreign currency without being licensed by the SBV may be fined up to 500 million VND.
