According to information from the State Treasury, in order to ensure that Tet gift funds reach people quickly and accurately, on December 28, 2025, the State Treasury (KBNN) issued Official Dispatch No. 12552/KBNN-CSPC to the Departments of Finance of provinces and centrally-run cities to unify the coordination content to ensure timely task implementation.
On the internal side of the system, the State Treasury has Official Dispatch No. 12553/KBNN-CSPC directing the State Treasury in the regions to focus highly on implementing professional contents, disseminating and thoroughly grasping Resolution No. 418/NQ-CP, guiding Official Dispatches of the Ministry of Finance and the State Treasury; thoroughly grasping awareness to each civil servant and employee, considering the task of payment and gift-giving of the Party and State on the occasion of welcoming the 14th National Party Congress and the 2026 Binh Ngo Lunar New Year for people with meritorious services to the revolution, social protection beneficiaries, social pensioners and other vulnerable groups is a top-notch political task and all resources must be focused to complete the task.
Along with that, the State Treasury of the regions urgently and proactively coordinate with the Department of Finance to account for additional targeted central budget for the provincial budget; and at the same time coordinate with the commune-level People's Committee to account for additional targeted provincial budget for the commune-level budget according to the allocation of the provincial People's Committee.
The State Treasury also guides units to unify monitoring and accounting for gift-giving expenses according to Source Code 26 (People's Gift-giving expenses) and according to the specific State Budget Appendix code. The State Treasury where transactions are carried out is responsible for coordinating with the commune-level People's Committee to promptly enter estimates into the TABMIS system.
After receiving payment request dossiers sent by the commune-level People's Committee, the State Treasury where transactions are carried out shall coordinate, request the Commercial Bank where the State Treasury opens an account to transfer money to the recipient's account (for cases where beneficiaries have bank accounts) or make advance cash payments to commune-level specialized agencies to pay directly to beneficiaries (for cases where beneficiaries do not have bank accounts).
State Treasury units urgently coordinate with commercial banks where the State Treasury opens accounts to ensure cash when units request cash withdrawals.
The State Treasury has immediately established a Support Team to guide and support units in the State Treasury system to urgently and unify the implementation of tasks. Units in the State Treasury system focus on prioritizing the arrangement of leading civil servants and professional positions to be on duty outside of hours, ensuring timely implementation of the above tasks; immediately report to the State Treasury's Support Team to handle and immediately remove difficulties and obstacles arising during the implementation process.
In the context that the policy implementation time coincides with the peak period of closing books and finalizing accounts at the end of the year with a large volume of transactions, the entire State Treasury system still maximizes resources, arranges staff to work overtime, and establishes support teams to promptly remove difficulties and obstacles arising.
With the highest sense of responsibility, the State Treasury determines that bringing social security gifts from the Party and the State to the people is a command from the heart, contributing to bringing a warm, meaningful and humane spring before the 14th Party Congress.
Previously, the Government issued Resolution No. 418/NQ-CP dated December 28, 2025 on giving gifts from the Party and State on the occasion of welcoming the 14th National Party Congress and the Binh Ngo Lunar New Year 2026 to people with meritorious services to the revolution, social protection beneficiaries, social retirees and other vulnerable groups.
On the same day, the Prime Minister signed Decision No. 2814/QD-TTg supplementing the target from the central budget in 2025 for localities, with an amount of nearly 2,514 billion VND to implement the policy according to Resolution No. 418/NQ-CP mentioned above.
Accordingly, the total number of beneficiaries nationwide is more than 6 million people, including 1,651,056 people with meritorious services to the revolution and 4,633,809 social protection and social retirement beneficiaries. The gift amount is 400,000 VND/person.
