Many people under social protection, social retirees and other vulnerable groups are happy to receive information that the Party and State are giving gifts on the occasion of welcoming the 14th Party Congress and the 2026 Binh Ngo Lunar New Year.
Accordingly, the Government has issued Resolution No. 418/NQ-CP dated December 28, 2025 on giving gifts from the Party and State on the occasion of welcoming the 14th National Party Congress and the Binh Ngo Lunar New Year 2026 to people with meritorious services to the revolution, social protection beneficiaries, social retirees and other vulnerable groups.
Clause 1, Article 1 of Resolution No. 418/NQ-CP clearly states that the subjects who are given gifts by the Party and State include:
a) People with meritorious services to the revolution as prescribed in the Ordinance on Preferential treatment for people with meritorious services to the revolution;
b) Social protection beneficiaries according to the provisions of Decree No. 20/2021/ND-CP dated March 15, 2021 of the Government; social retirees according to the provisions of Decree No. 176/2025/ND-CP dated June 30, 2025 of the Government; including orphans, homeless or in orphanages.
Gift amount: 400,000 VND/person, in cash.
In case a person is confirmed to be 02 or more eligible subjects to receive both levels of gifts, they will only receive 01 gift.
The policy of giving Tet Nguyen Dan gifts in 2026 to people with meritorious services to the revolution is implemented according to current regulations of law on people with meritorious services to the revolution, completed before January 31, 2026.
The Government assigned the Ministry of Finance to ensure the balance of central budget sources to implement the policy of giving gifts according to regulations.
The Ministry of Public Security shall closely coordinate with the Ministry of Home Affairs, the Ministry of Health, the Ministry of Finance, relevant agencies and localities to carry out gift-giving of the Party and State on the occasion of welcoming the 14th National Congress of the Party and the Binh Ngo Lunar New Year 2026 through social security benefits accounts on VNeID for the subjects specified in Clause 1, Article 1 of this Resolution; if necessary, the People's Committees of provinces and cities shall direct relevant local agencies and commune-level People's Committees to directly give gifts to accounts that are receiving monthly allowances and allowances (if any) or pay directly in cash, ensuring that the subjects, deadlines and relevant regulations are correct.
The resolution requires the donation to be completed no later than December 31, 2025.
Previously, the Prime Minister signed Decision No. 2814/QD-TTg dated December 28, 2025, supplementing targets from the central budget in 2025 for localities to implement gifts from the Party and State on the occasion of welcoming the 14th National Party Congress and the Binh Ngo Lunar New Year 2026.
Accordingly, the targeted supplement from the central budget for localities is 2,513,946 million VND from the central budget reserve in 2025 supplemented according to Resolution No. 265/2025/QH15 dated December 11, 2025 of the National Assembly to implement gifts from the Party and State on the occasion of welcoming the 14th National Party Congress and the Binh Ngo Lunar New Year 2026.
The Prime Minister assigned the Ministry of Finance, the Ministry of Home Affairs, and the Ministry of Health, according to their assigned functions and tasks, and the People's Committees of provinces and cities assigned to supplement funds, to be responsible for the completeness and accuracy of the content, data reported and proposals and recommendations; manage, use, and finalize the supplementary funds in accordance with the provisions of the State Budget Law and Resolution No. 418/NQ-CP dated December 28, 2025; organize gift giving in a timely, public, transparent, and targeted manner, without allowing loss, waste, or negativity to occur.
