The Ministry of Finance has just issued a document on assigning units to focus on implementing guidance and handling of gifts from the Party and State on the occasion of welcoming the 14th National Party Congress and the Binh Ngo Lunar New Year 2026.
The document clearly states that, implementing Resolution No. 418/NQ-CP dated December 28, 2025 of the Government and Decision No. 2814/QD-TTg dated December 28, 2025 of the Prime Minister, the Minister of Finance requested Deputy Ministers and requested Heads of units under the ministry, within the scope of assigned functions and tasks, to urgently and seriously organize implementation and proactively research and propose solutions to implement the binh ngo Lunar New Year 2026 gifts to ensure the right targets and timeliness.
According to the assignment, the State Budget Department has the task of implementing the import of TABMIS, a targeted supplementary fund from the central budget for localities from the central budget reserve in 2025, supplemented according to Resolution No. 265/2025/QH15 dated December 11, 2025 of the National Assembly.
At the same time, the State Budget Department presides over advising and submitting to the Ministry to send documents to the People's Committees of provinces and cities guiding the reporting, accounting, and finalization of gift-giving funds; proactively and promptly summarize the situation and propose additional funds for localities (if any) to submit to competent authorities for consideration and decision.
For the State Treasury, the Ministry of Finance assigns guidance and direction to the regional State Treasury to coordinate with the Department of Finance and relevant agencies to implement a number of contents, including advance payment and payment of gift funds of the Party and State in accordance with the provisions of the State Budget Law; accounting and reporting on the payment situation, ensuring that giving gifts to beneficiaries is convenient, timely, and in accordance with regulations; coordinating with commercial banks where the State Treasury opens accounts to ensure timely cash supply when units request cash withdrawals.
The State Treasury is also assigned to monitor and provide disbursement and payment data of each locality, report to the Ministry and send it to the State Budget Department for general synthesis; summarize the payment situation and promptly handle difficulties and problems arising regarding payment through the State Treasury system during the implementation process.
The Department of Finance and Economy of the sector is assigned to coordinate with relevant units of the Ministry of Home Affairs and the Ministry of Health to guide localities in implementing payments and handling problems in the process of implementing gift payments.
The Department of Finance for National Defense and Security especially coordinates with relevant units of the Ministry of Public Security to coordinate with localities to give gifts through social security accounts on VNeID to subjects.
Regarding implementation organization, the Ministry of Finance assigns Heads of units to focus on directing the implementation of the above-mentioned assigned contents and be responsible to the Minister for the progress and quality of assigned tasks; update and report to the Minister daily on handling results, and jointly send them to the State Budget Department for monitoring.
At the same time, it is requested that Deputy Ministers, according to assigned tasks, direct and urge units to implement according to schedule, ensuring quality.
