Enterprises accompany the State
Speaking to Lao Dong Newspaper, a representative of VNG Joint Stock Company affirmed that in the journey to build a digital Vietnam, the private sector is not only a beneficiary of the policy but needs to be seen as a creator, accompanying the State in building digital infrastructure, promoting digital transformation and improving national competitiveness.
An important breakthrough of Resolution 68 is the spirit of institutional reform: promoting free trade, equal competition and reducing compliance costs. Principles such as "one real door", "one-time data entry", "service proxy" - that VNG once proposed in the E-Vietnam model - are not only technical improvements but also fundamental changes in the design of economic institutions.
This model, learned from countries such as Estonia and India, shows a shift from a management model to a service model, from passive to proactive. "Only when businesses are exempted from procedures will they truly have the opportunity to innovate and develop sustainably" - VNG representative emphasized.
From international experience, VNG realizes that a modern digital government cannot rely solely on the efforts of the public sector. The relationship between the State and private enterprises needs to be a two-way strategic relationship: The State creates a transparent, stable and consistent legal framework; while enterprises contribute with technology, human resources and solutions to realize common goals.
This enterprise believes that, if conditions are created in a stable, transparent and favorable environment, the Vietnamese private sector can completely rise strongly, becoming the force that co-ghiges a digital Vietnam - modern, inclusive and steadfast on the global technology map.
New confidence for private enterprises
To develop the private sector into a supporting force, in addition to institutional reform and digital infrastructure, an indispensable key factor is building strong trust for the business community.
Mr. Lu Nguyen Xuan Vu - General Director of Xuan Nguyen Group, Chairman of Saigon Business Club - assessed that Resolution 68 continues to affirm the role of "economic front fighter" of entrepreneurs, while creating strong confidence in policies for the private economic sector.
According to Mr. Vu, five directions in this resolution are excellent, received by the business community with excitement. That belief is not only for the current generation but also for the next generation - helping business children continue to stick and develop in Vietnam. Mr. Vu emphasized that the Resolution also expects to attract overseas Vietnamese entrepreneurs to build the country, while limiting the situation of "gray bleeding".
In addition, the protection of property ownership, intellectual property and limitation of legalization of economic and trade relations are clearly mentioned, creating a foundation for sustainable and safe development of enterprises.
Mr. Vu affirmed: First of all, it is important for private enterprises to have a strong belief. Through many Resolutions, we clearly see that every step is a new step forward to promote the development of the private economy".
Businesses are confident that in the coming time, there will be appropriate regulations, decrees and legal adjustments to resolve existing problems. The business community is preparing for a breakthrough, with strong belief in the role of the Party and State in creating a development environment.
As for Ho Chi Minh City - which currently accounts for nearly half of the total number of enterprises in the country - Mr. Vu commented that the city is facing both opportunities and challenges. Ho Chi Minh City needs to proactively solve problems with unsynchronized transport infrastructure, limited industrial land fund, and develop a strong enough budget through mobilizing central resources.
According to Mr. Vu, the essential role of developing seaports, transportation systems, promoting innovation and especially training human resources for entrepreneurs and business managers is. "From the inherent advantage, with the current confidence and determination, I believe that Ho Chi Minh City will make steady progress in the coming time" - Mr. Vu commented.
With the determination to innovate and the cooperation of the private sector, Vietnam has the opportunity to become a technology and innovation center of the region.
