Vice Chairman of Hanoi People's Committee Nguyen Trong Dong on August 16 signed and issued Document No. 4633/UBND-NC on strengthening management and ensuring security and order for business establishments with conditions on security and order, as well as establishments prone to law violations in the city.
In the first 6 months of 2025, Hanoi City Police have inspected many karaoke businesses with signs of drug-related violations, thereby detecting many violations. Typically, violations at some businesses in Van Con commune, the old Hoai Duc district (now in Son Dong commune, Hanoi city).
In the city, there are still many business establishments, including establishments that must meet security and order conditions, built and operated on land that is not in accordance with regulations for construction and business (such as agricultural land, educational land, etc.).
In this situation, in order to strengthen state management of conditional investment and business sectors, especially those at risk of violating the law, while maintaining security and order, avoiding hot spots and complications in the area in the context of implementing the two-level local government model, the Chairman of the City People's Committee requested Heads of departments, branches and sectors; Chairmen of People's Committees of communes and wards to focus on implementing a number of key tasks:
Firstly, continue to thoroughly grasp and seriously implement "Regulations on coordination between agencies with state management functions in the management of investment and business sectors with conditions on security and order in Hanoi city" according to Decision No. 1807/QD-UBND dated April 20, 2021. In particular, units must grasp the situation, proactively forecast, effectively apply preventive and combat measures, and avoid falling into a passive and surprised situation.
The City Police are responsible for advising the City People's Committee to direct relevant departments, branches and commune-level People's Committees to closely manage business establishments with security and order conditions; at the same time, preside over the synchronous implementation of solutions to improve management efficiency.
At the same time, the City Police need to strengthen the work of grasping the situation, applying professional measures to inspect and supervise; instruct the Commune-level Police to fully and seriously implement the provisions in the Decree, Circular and related legal documents.
The Department of Finance is assigned to preside over and direct functional units to regularly coordinate and periodically provide information on the status of business registration in the field of conditional investment and business (new establishment, temporary suspension, dissolution) to the City Police and related units to ensure strict and synchronous management.
