On January 15, Lam Dong Department of Industry and Trade - the standing agency of Task Force No. 3 - said that the whole province currently has 49 projects in the fields of energy, industry, trade, services, gasoline and oil and related fields.

Over the past time, Task Force No. 3 has coordinated with departments, branches, units and investors to review the implementation situation, difficulties, and obstacles of projects under management. Up to now, the team has received reports from 43/49 projects.
Among these, only 1 project has been completely resolved with difficulties and obstacles; the remaining projects are continuing to be urged, as a basis for evaluating and proposing solutions in the coming time.
According to the Department of Industry and Trade, the rate of projects being resolved is still low, mainly due to problems related to minerals, planning, and land.
Adjusting investment policies and completing legal procedures is inter-sectoral in nature and still has many shortcomings; the process of handling must seek opinions from central ministries and branches, so the time is prolonged.
Among the projects facing difficulties, the Xuan Truong 1 Wind Power Plant Project (Xuan Truong Wind Energy Joint Stock Company) is considered the most complex.

The project needs to be carefully assessed for the content of adjustment, clarifying the suitability of land use locations with land use planning.
Inspection shows that the limited land use area of the project at the new location is overlapping with the area of natural forest and planted forest. Therefore, before considering and approving the adjustment of investment policy and project implementation location, functional agencies must carefully verify and evaluate.
Regarding the Thai Phong Wind Power Plant Project (Pacific Energy Joint Stock Company - Binh Thuan), the failure to fully implement investment and construction procedures, and failure to report impact assessments on resources also need to be seriously considered.
Provincial leaders requested investors to actively implement and complete investment procedures and procedures in accordance with regulations.
The Department of Agriculture and Environment and the Department of Industry and Trade are responsible for reviewing the difficulties and obstacles of each project, proactively considering and resolving according to their authority and legal regulations.
According to Vice Chairman of Lam Dong Provincial People's Committee Vo Ngoc Hiep, the progress of solving difficulties and obstacles for non-budget investment projects in the fields of energy, industry, trade - services in the past time is still very slow; the coordination between departments, branches and members of Task Force No. 3 is not really close.
Mr. Vo Ngoc Hiep assigned relevant departments to advise the Provincial People's Committee to resolutely terminate the implementation of slow-progress projects due to weak investor capacity.
Departments, branches and members of Task Force No. 3 must seriously assess the reasons for the slow progress of each project and each field.
For projects that are overdue due to objective reasons, units advise the Provincial People's Committee to consider adjusting investment policies.
For projects due to weak investor capacity and lack of determination to implement, relevant sectors must advise the Provincial People's Committee to terminate implementation according to regulations, avoiding prolonged project implementation, causing waste of state resources," Mr. Vo Ngoc Hiep requested.
